SUBJECT: Contract Award:  Southside Lions Park
 
 
SUMMARY:
An ordinance for the Southside Lions Park Improvements Project, a 2012-2017 Bond-Program project, located in Council District 3, accepting the lowest responsive bid and awarding a construction contract in the amount of $479,000.00, to CGC General Contractors, Inc.
 
 
BACKGROUND INFORMATION:
Project Background
Under the voter approved 2012-2017 Bond Program, $87.15 million was allocated for Parks, Recreation and Open Space Improvements.  The Bond Program funds will be used on various capital improvement projects to address community infrastructure needs and improve the overall quality of life in San Antonio.  As part of that program, funds in the total amount of $750,000.00 in Parks, Recreation and Open Space Improvements Bond funds were approved for park improvements at Southside Lions Park, located in Council District 3.  The balance of the Project funds will be used for design services, environmental services, advertising and project management, with any funds remaining to be realized as bond savings.
 
Procurement of Services
This project was advertised for construction bids in the San Antonio Hart Beat, the City's website, the Texas Electronic State Business Daily, TVSA and through the TCI Small Business Office.  Plans also were available for review by potential bidders at the office of Rehler Vaughn & Koone, Inc., located at 745 East Mulberry, San Antonio, TX 78212.  Bids were opened on January 13, 2015 and two bids were received.  Of these, CGC General Contractors, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.
 
This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract.  The Goal Setting Committee set a 13% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African-American Business Enterprise (AABE) subcontracting goal. CGC General Contractors, Inc. has committed to 14% M/WBE and 2.5% AABE subcontractor participation. CGC General Contractors, Inc. is also a certified small business.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
This ordinance for the construction of Southside Lions Park, a 2012-2017 Bond Program project, located in Council District 3, accepts the lowest responsive bid and awards a construction contract in the amount of $479,000.00, to CGC General Contractors, Inc.
 
Southside Lions Park improvements provide for the construction of a 17 vehicle parking lot with 610 linear feet of associated concrete sidewalk with picnic units and trash/recycle receptacles, toilet enclosure and landscaping as well as a .52 Mile concrete walking trail complete with rest areas and trash receptacles linking the Community Center on the west side of the park with the Lake on the east. These improvements will open up an area of the park for public use and improve accessibility between the Community Center and the Lake.  Project construction is anticipated to begin in March 2015 and estimated to be completed by August 2015.
 
Coordination with the Parks and Recreation Department will be made to allow the Park to be open during construction as the proposed improvements are in an area of the park not heavily used by the public.  It is anticipated that these improvements will open up a new area of the park for public use and improve accessibility between the Community Center and the Lake.  
 
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
 
 
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $479,000.00 payable to CGC General Contractors, Inc.  Funds are available from 2012-2017 General Obligation Bonds and are included in the FY 2015-2020 Capital Improvement Budget.
 
 
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $479,000.00, to CGC General Contractors, Inc, for construction of the Southside Lions Park Improvements Project.
