On-Call Professional Services Agreement for Demolition Services
 
SUMMARY:
 
An ordinance authorizing one Task Order Contract for On-Call demolition services with LaSalle Affordable Builders, LLC, in an amount not to exceed $694,075.00 per year, with an option to renew the agreement for three one-year extensions under the same terms and conditions.
 
BACKGROUND INFORMATION:
 
Demolition services are needed for current and future City of San Antonio capital improvement projects and this contract will provide for the removal and disposal of structures for those capital projects.  The City makes no minimum guarantee pertaining to the volume of work that may be expected from the firm under this on-call contract.
 
Staff will utilize this on-call demolition service on an as-needed basis, to assist with various capital projects.  The demolition services that may be performed through this agreement include but are not limited to the following:
 
·      Demolition of Residential Structures
·      Demolition of Commercial Structures
·      Removal, Transportation and Disposal of Asbestos Containing Material (ACM)
·      Removal, Transportation and Disposal of Demolition Debris
Procurement of Services
This Project was advertised for bids in November 2014 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office.  Bids for this Project were opened on December 23, 2014 and four (4) bidders responded.  Of these, LaSalle Construction, LLC submitted the lowest bid.   A summary of the bid outcome is included herein.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 3% Minority/Women Business Enterprise (M/WBE) subcontracting goal. LaSalle Affordable Builders, LLC has committed to 3% M/WBE subcontractor participation.  LaSalle Affordable Builders, LLC is also a certified small M/W business.
 
ISSUE:
 
This ordinance authorizes the execution of one Task Order Contract for demolition services with LaSalle Affordable Builders, LLC in an amount not to exceed $694,075.00 per year, for a term of one year, with an option to renew the agreement for three for three one-year contract extensions under the same terms and conditions.
 
ALTERNATIVES:
 
As an alternative option, the City could release another bid for each project as needs are identified.    However, this will result in delaying current construction schedules.
 
 
FISCAL IMPACT:
 
This agreement shall have a value not to exceed $694,075.00 per year. Renewal of the agreement shall be for identical terms and conditions, subject to available funding. Funds for this contract shall be allocated from specific project funds at the time the work is required. Amounts will be transferred from available funding sources identified within the scope and source, as projects are assigned by various City departments which may include funding from the 2012-2017 Bond Program, the Storm Water Regional Facilities Fund and other sources as appropriated The City makes no minimum guarantee pertaining to the volume of work that may be expected from this firm under this on-call contract.
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance, authorizing one Task Order Contract for on-call demolition services.
