SUBJECT:
Housing Opportunities for Persons with Aids (HOPWA) Funding Allocations for Prior Year Unspent Grant Funds and Related Contract Amendments.

SUMMARY:
This Ordinance authorizes the allocation of prior year unused U.S. Department of Housing and Urban Development (HUD) HOPWA grant funding totaling $279,052.70 for Supportive Services and Housing Support activities to currently funded delegate agencies and related contract amendments. Specifically, this item authorizes allocation of $53,000 to Alamo Area Resource Center (AARC) to support the Housing Works Program and $16,875 to support the Transportation Program; $11,274 to BEAT AIDS to provide support for the Case Management Program; and $197,903.70 to the San Antonio Aids Foundation (SAAF) to provide $17,903.70 to the Dining Program, $100,000 to the Tenant Based Rental Assistance Program, $45,000 to the Operations Program, and $35,000 to the Transitional Housing Program through the period October 1, 2014-September 30, 2015.

BACKGROUND INFORMATION:
The HOPWA program provides funding to support housing assistance and related supportive services for low-income persons living with HIV/AIDS and their families who are homeless or at risk of homelessness. HOPWA funds may be used for supportive services and housing support.

On May 5, 2014, City Council adopted, through Ordinance 2014-05-29-0362, the HOPWA entitlement grant in a total amount of $1,212,217 for FY 2014-2015 as part of the City's HUD Consolidated Annual Action Plan. Through the FY 15 and FY 16 Human and Workforce Development Services Consolidated Funding process, DHS provided HOPWA funding recommendations for AARC, BEAT AIDS, and SAAF.
