February 10, 2015 Council Consideration Request from Councilman Gallagher
SUMMARY:
On February 10, 2015 Councilman Gallagher sponsored a Council Consideration Request (CCR) in which he requested that the City of San Antonio pass a resolution requesting the Texas Legislature for assistance in protecting missions at Joint Base San Antonio (JBSA) Randolph. Staff presented Councilman Gallagher's CCR to the Governance Committee on Feb. 18, 2015 which recommended the CCR be forwarded to the IGR Committee for consideration.
Staff will review and identify proposed legislative changes that are being pursued as a result of compatibility issues that have recently surfaced during the development of the JBSA- Randolph Joint Land Use Study being conducted by Matrix Design Group under contract with Bexar County.
BACKGROUND INFORMATION:
The City of San Antonio's Office of Military Affairs, Development Services and the Aviation Department are participants in the Executive and/or Advisory committees on JBSA-Randolph's Joint Land Use Study.
During the course of the JLUS several issues highly important to JBSA- Randolph have surfaced prompting regional support for potential proposed legislation that would engage surrounding communities in resolving and/or preventing incompatible development that would have a potential adverse impact on current of future military missions.
The proposed legislative bills (1639 and 1640) filed by Representative Joe Farias would provide for:
* Real estate disclosure to potential buyers of property if they are within 3 miles of a military installation that includes an airport.
* Expansion of notification to the military concerning the compatibility of the proposed ordinance, rule, or plan to communities within Bexar and Guadalupe County that do not have airport zoning rules and allowance for communities to enter into Memorandums...
