The Department of Human Services (DHS) will provide a pre-solicitation briefing on the Rural Child Care Services (CCS) Program solicitation.
 
For over 20 years, the City of San Antonio, through DHS, has managed the CCS program in the 12 county Alamo Workforce Development Area.  The program provides subsidized childcare for families who are working or attending school and meet income and other qualification requirements. The program serves an average of 8,100 children on a daily basis with over 3,200 children on a waitlist to receive subsidized childcare.  
 
Texas Workforce Commission (TWC) administers the State's subsidized childcare program through funding received from the U.S. Department of Health and Human Services (HHS), Child Care Development Block Grant.  TWC determines the allocation for childcare services based on federal appropriations and local needs and contracts with Workforce Solutions Alamo (WSA), the local workforce development board, to implement the program. For fiscal year 2014, DHS was awarded $46,920,796.00 to provide child care services in Bexar and surrounding counties.  
 
Historically, DHS has contracted with the Alamo Area Development Corporation (AADC) to provide services to clients in the 11 rural counties surrounding Bexar County.  The current contract will expire September 30, 2015 and AADC has chosen not to exercise the available one year renewal option.  Services under the new contract are anticipated to begin October 2015.
 
Through this solicitation, DHS is seeking a contractor to provide rural Child Care Services to the 11 rural counties surrounding Bexar County - Atascosa, Bandera, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, Medina, and Wilson counties. The Rural Child Care Services program provides childcare subsidies for an average of 1,381 children a month.   
 
The pre-solicitation briefing will include, as applicable, an overview of the procurement, estimated contract value, high profile designation, term of resulting contract, project scope and considerations, proposed scoring criteria, Small Business Economic Development Advocacy (SBEDA) program requirements, audited financial statements, local preference applicability, veteran-owned small business program applicability, project timeline, and evaluation committee members.
