SUBJECT: Consideration for Reappointments & Appointments of Commissioners Serving on the Municipal Civil Service Commission
SUMMARY:
The Human Resources Department is requesting that the Governance Committee interview applicants and recommend to the full City Council appointments to the Municipal Civil Service Commission.
BACKGROUND:
The City Charter provides for the establishment of the Municipal Civil Service Commission to hear classified civilian employee disciplinary appeals for suspensions, demotions, and terminations, and to make recommendations to the City Manager regarding each appeal. The Commission consists of three regular members and three alternate members appointed by City Council for two-year terms. The Commission receives between 30 and 40 appeals per year, and generally meets on Tuesdays and Thursdays. Commission procedures allow for four hours for suspension and demotion appeals, and eight hours for termination appeals.
ISSUE:
There are two commissioners and two alternate commissioners currently serving, and two vacancies, one each for commissioner and alternate commissioner. All of the current terms have expired. In an effort to attract candidates to fill the existing vacancies, the City Clerk's Office advertised the openings through news releases, public service announcements, and on-line/bulletin boards. After reviewing the applications received, four candidates were interviewed by a panel of executives representing the Human Resources Department, the City Attorney's Office, and two operating departments. The panel recommended one applicant to move forward for consideration by the Governance Committee.
RECOMMENDATION:
