Updated CPS Quadrant Map for Selection of Members of the CPS Board of Trustees
 
SUMMARY:
 
This Ordinance will approve proposed updates to the CPS Quadrant Map that is used to appoint members of the CPS Board of Trustees.
 
BACKGROUND INFORMATION:
 
On November 20, 1997, the City Council adopted Ordinance No. 87009 which established a system of appointments to the CPS Energy Board of Trustees based on city quadrants.  The initial quadrant map was bound by the San Antonio City limits and the area of each quadrant represented a roughly equivalent proportion of the then existing population of the City of San Antonio.  On September 11, 2008, the City Council updated the quadrant map by extending its outer boundaries to the Bexar County line and amended the geographic area of each quadrant to achieve proportionality in population based on the 2000 Census.  Council also directed that future quadrant maps be updated concurrently with the update of the City Council District Map following the release of each United States Census.  Based on the 2010 census information, staff recommends that the CPS Board Quadrants be updated.  The Governance Committee heard a presentation on this item on April 15, 2015 and forwarded the item to full Council for consideration.
 
ISSUE:
 
Due to population growth in the Northeast and Northwest areas of Bexar County as reflected in the 2010 Census, CPS Energy is requesting that its Board quadrants be updated.
 
ALTERNATIVES:
 
City Council could choose not to approve this request and CPS Board Quadrants will not reflect population changes in Bexar County.
 
FISCAL IMPACT:
 
There is no fiscal impact to the City of San Antonio.
 
RECOMMENDATION:
 
City staff recommends that the CPS Board Quadrants be updated to reflect population changes in Bexar County as identified in the 2010 Census.
