Repairs for Retractable Seating at Alamodome
 
 
SUMMARY:
This ordinance authorizes a contract with Interkal, Inc. to provide repairs and general maintenance on the retractable seating for the Convention and Sports Facilities Department for a one-time cost of $230,436.00.  Funding is available from the Convention and Sports Facilities State Reimbursement Fund.
 
 
 
BACKGROUND INFORMATION:
Submitted for Council consideration and action is the offer submitted by Interkal, Inc. for the general maintenance and repair of Interkal retractable seating currently installed at the Alamodome for a total one-time cost of $230,436.00.
 
There are approximately 20,000 Interkal, Inc. retractable seats that will be used for daily General Sessions during the 7th Day Adventist conference.  All retractable seating will receive standard maintenance procedures such as: clean off the old grease and re-lubricate the understructure; check and tighten loose or replace missing hardware; adjust operation of units as required; and check and adjust all electrical cable attachments and connections as required.  Additional repairs will include replacement of several drive rollers, drive motors, and platform chairs.  Future event applications include various stadium floor events.
 
 
ISSUE:
This contract will provide for general maintenance and repair of Interkal retractable seating currently installed at the Alamodome.  
 
Interkal, Inc. is the original equipment manufacturer and installed the retractable seating at the Alamodome in 1992.  The original engineered drawings are proprietary to Interkal, Inc. and required to perform the general maintenance and repairs on the retractable seating.
 
These general maintenance and repair services are being purchased as Sole Source according to the provisions of Texas Statutes Local Government Code 252.022.07. No other source can supply the repair services listed.  Vendor acknowledges, with his/her signature, that all repair services offered are considered a Sole Source.
 
The required completion date for this project is June 30, 2015.  This project must be completed before the 7th Day Adventist event in July 2015 in order for the project to be eligible for reimbursement under the Convention and Sports Facilities State Reimbursement Fund.
 
This contract is exempt from competitive bidding and is excluded from the scope of the Small Business Economic Development Advocacy program.
 
This contract is an exception to the Local Preference Program.
 
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
 
 
ALTERNATIVES:
Should this contract not be approved, the Alamodome would not be eligible to utilize the Events Trust Fund program for reimbursement of up to 86% of qualifying expenditures related to hosting the 7th Day Adventist event in July 2015.
 
 
FISCAL IMPACT:
This ordinance authorizes a contract with Interkal, Inc. to provide maintenance and repair of Interkal retractable seating currently installed at the Alamodome for a total cost of $230,436.00.  Funding is available from the Convention and Sports Facilities State Reimbursement Fund.  Upon completion, expenditures will be submitted to the Texas State Comptroller's Office in anticipation of up to 86% reimbursement of total project expenses through the State of Texas Events Trust Fund Program.
 
 
 
RECOMMENDATION:
Staff recommends approval of this contract with Interkal, Inc. to provide the Convention and Sports Facilities Department with maintenance and repair of Interkal retractable seating currently installed at the Alamodome for a total cost of $230,436.00.  
 
This contract was procured on the basis of sole source and a Contracts Disclosure Form is not required.
