The Robert Wood Johnson Foundation Roadmaps to Health Action Awards Grant
 
SUMMARY:
 
This ordinance ratifies the submission of a grant application to The Robert Wood Johnson Foundation by the San Antonio Metropolitan Health District (Metro Health) and authorizes the acceptance of grant funds upon award in an amount not to exceed $10,000.00 for participation in the Roadmaps to Health Action Awards program for a one year term beginning May 2015. This action also authorizes a proposed program budget for the execution of the project which will be incorporated into Metro Health's Chronic Disease Prevention Section.
 
Furthermore, this ordinance authorizes the Director of Metro Health to initiate, negotiate, and execute any and all necessary documents and grant contracts to effectuate the application and acceptance of the referenced grant, and to execute contract amendments pertaining to this  contract, to include: a) carry-over funds, when ascertained and approved by the funding agency through a revised notice of award; b) line item budget revisions authorized by the funding agency; c) modifications to the performance measures authorized by the funding agency and listed in the contract so long as the terms of the amendment stay within the general parameters of the intent of the grant; d) no cost extensions; and e) amendments which will provide supplemental grant funds to the grant by the funding agency in an amount up to 20% of the total amount initially awarded to the grant.
BACKGROUND INFORMATION:
 
The mission of the Mayor's Fitness Council (MFC) is to lead San Antonio to be one of the healthiest and most active communities in the nation in which residents, groups and organizations work collaboratively to achieve targeted health and fitness goals. The Mayor's Fitness Council is divided into several committees that work together to achieve these goals. The Active Living and Nutrition Committees are advisory groups that provide evidence based strategies in active living and healthy eating, which are messaged and promoted in the following sectors: Community, Healthcare, Healthy Schools, and Worksite Wellness. The Policy Committee works to advance health and fitness-related policies in all areas and the Media and Promotions and Development Committees work to support and develop the Mayor's Fitness Council message and partnership growth.
 
Through this grant, Metro Health will work with the MFC and the Robert Wood Johnson Foundation (RWJF) in order to help accelerate community efforts to advance a culture of health through coaching, learning opportunities, and support for activities that help build capacity within the community.  Potential activities include:
·      Assessing and identifying  additional evaluation measures for existing community health initiatives;
·      Conducting strategic planning with the MFC Executive Committee and workgroups;
·      Developing a collective impact model for the MFC;
·      Utilizing RWJF staff to provide technical assistance to workgroups and community partners; and
·      Developing an Action Plan to identify further actions or needs for the community related to SA2020 health and fitness indicators.
 
ISSUE:
 
Due to the rescheduling of City Council meetings in March 2015, Metro Health submitted the grant application prior to receiving formal authorization in order to meet the application deadline of March 25, 2015.  Therefore, Metro Health requests City Council authorization to ratify the submission of the grant application and further requests authorization to accept funds upon award in an amount not to exceed $10,000.00 from The Robert Wood Johnson Foundation.
 
ALTERNATIVES:
 
If submission of the grant application is not ratified, Metro Health would forgo participation in the Roadmaps to Health Action Awards Program and an opportunity to receive funding to accelerate community efforts to advance a culture of health through coaching, learning opportunities, and support for activities that help build capacity within the community.
 
FISCAL IMPACT:
 
Metro Health requests City Council authorization to ratify the submission of a grant application and further requests authorization to accept funds upon award in an amount not to exceed $10,000.00 from The Robert Wood Johnson Foundation for participation in the Roadmaps to Health Action Awards Program for a one year term beginning May 2015.  There is no match requirement and there will be no fiscal impact to the City's General Fund.
 
RECOMMENDATION:
 
Staff recommends approval of the ratification of the submission of a grant application to The Robert Wood Johnson Foundation and the acceptance of funds upon award in an amount up to $10,000.00.
