Municipal Civil Service Commission reappointments and appointment, and designation of a chair.
SUMMARY:
The following reappointments to the Municipal Civil Service Commission are being submitted for consideration in the designated positions:
a) Joseph S. Tartell, Chair, Commissioner
b) Delia R. Trimble, Commissioner
c) Richard A. Lee, Commissioner
d) Leland E. Wingert, Alternate Commissioner
The following new appointment to the Municipal Civil Service Commission is being submitted for consideration as an Alternate Commissioner:
a) Leon L. Coe
BACKGROUND INFORMATION:
The City Charter provides for the establishment of the Municipal Civil Service Commission to hear disciplinary appeals for suspensions, demotions, and terminations of employees in the classified civil service, and to make recommendations to the City Manager regarding each appeal. There has been a 48% decrease in the number of appeals heard by the Commission since Fiscal Year 2005. Current commissioners have worked to reduce the number of appeals made to them by clearly communicating to both employees and City departments the expectations regarding acceptable behavior and fair and consistent discipline. Last Fiscal Year, the Commission heard 19 disciplinary appeals.
The Commission consists of three regular members and three alternate members, appointed by City Council for a two-year term. The City Council also designates one of the three members as chair. The Governance Committee met on March 25th, and recommended forwarding the reappointment of Joseph S. Tartell, Delia R. Trimble, and Richard A. Lee as Commissioners; Leland E.
