Contract Award:  Sapphire Drive and Flora Mae Drive
 
SUMMARY:
 
An Ordinance for drainage improvements at Sapphire Drive and Flora Mae Drive, a 2012-2017 General Obligation Bond funded Project, located in Council District 2, accepting the lowest responsive bid, including one (1) additive alternate, and awarding a construction contract to E-Z Bel Construction, LLC., in the amount of $5,022,910.97 of which $1,389,450.46 will be reimbursed by San Antonio Water Systems (SAWS) and $278,391.20 will be reimbursed by CPS Energy.
 
 
BACKGROUND INFORMATION:
 
Project Background
The 2012-2017 General Obligation Bond Program authorized $5,373,000.00 for improvement of the drainage in the area of Sapphire Drive and Flora Mae Drive. Of this amount, $3,355,069.31 will be used for construction.  The balance of the Project funds approved shall be used for design services, environmental services, advertising, property acquisition and project management.
 
The base bid of this project provides for drainage improvements in the area as well as the reconstruction and widening of Sapphire Drive from E. Houston St. to Alfred Drive and Flora Mae Drive from Alfred Drive to Flora Mae, including the street improvements to one interior street, Alfred Drive.  
 
The additive alternate of this project provides for the reconstruction and widening of the remaining three interior streets that intersect Sapphire Drive and Flora Mae Drive which include: Billy Drive, Melvin Drive, and John Victor Drive.
 
The entire project which includes the base bid and one additive alternative, represent approximately 1.1 miles of reconstruction and widening, and approximately 8,000 total feet of storm sewer systems, curbs, sidewalks, driveway approaches, and drainage improvements, and street reconstruction as each of the streets is improved. A community meeting was held on May 7, 2014 at Copernicus Community Center. Project construction is anticipated to begin in April 2015 and estimated to be completed by April 2016. Construction activities will take place six days a week, sunrise to sunset.
 
Coordination with the businesses and local residents will be made to maintain accessibility during construction and accommodations such as providing temporary driveway access to residential and commercial properties and phasing the construction work to minimize traffic inconveniences to the traveling public will be completed as required.
 
Procurement of Services
This Project was advertised for construction bids in January 2015 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office. Plans also were available for review by potential bidders at the office of Klotz, 7550 IH-10 West, San Antonio, Texas, 78229. Bids for this Project were opened on February 10, 2015 and four (4) bidders responded. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid. A summary of the bid outcome is included as an attachment.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 17% Minority/Women Business Enterprise (M/WBE) subcontracting goal and 1% African American Business Enterprise (AABE) subcontracting goal.  The Economic Development Department approved a partial waiver submitted by E-Z Bel Construction, LLC because the contractor demonstrated a good faith effort to provide subcontracting opportunities for small, minority, and women-owned businesses.  E-Z Bel Construction, LLC is also a certified small business.
 
ISSUE:
 
This ordinance for drainage improvements at Sapphire Drive and Flora Mae, a 2012-2017 General Obligation Bond funded Project, located in Council District 2, accepting the lowest responsive bid including one (1) additive alternate and, awarding a construction contract in the amount of $5,022,910.97 to E-Z Bel Construction, LLC., of which $1,389,450.46 will be reimbursed by San Antonio Water Systems (SAWS) and $278,391.20 will be reimbursed by CPS.
 
This project provides for the drainage improvements in the area as well as the reconstruction and widening of Sapphire Drive and Flora Mae Drive from E. Houston St. to Alfred Drive. The project also includes reconstruction and widening of the interior streets that intersect Sapphire Drive and Flora Mae Drive which include: Alfred Drive, Billy Drive, Melvin Drive, and John Victor Drive. These six streets represent approximately 1.1 miles of the reconstruction and widening that will be completed within this project. The project will provide approximately 2,550 total feet of storm sewer systems, curbs, sidewalks, driveway approaches, and drainage improvements as each of the streets is improved. Project construction is anticipated to begin in April 2015 and estimated to be completed by April 2016.
 
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of this Project.
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the amount of $5,022,910.97, payable to E-Z Bel Construction, LLC. Of this amount, $1,389,450.46 will be reimbursed by SAWS and $278,391.20 will be reimbursed by CPS. Funds are available from the 2012-2017 General Obligation Bond and are included in the FY 2015-2020 Capital Improvement Budget.
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $5,022,910.97, payable to E-Z Bel Construction, LLC, for construction of the Sapphire Drive and Flora Mae Drive Project.
