The Transportation & Capital Improvements Department will provide a post-solicitation briefing for Request for Competitive Sealed Proposals for the Pearsall Park project, which was added as an individual item to the Annual High Profile Report.
 
On May 12, 2012, San Antonio voters approved the 2012 - 2017 Bond Program, consisting of five propositions totaling $596 Million.  As part of that program, $7,500,000 was designated for Parks, Recreation and Open Space Improvements at Pearsall Park. Pearsall Park is located in City Council District 4, atop the site of the former Pearsall and Kelly Salvage Landfill.  With the recent addition of 268 acres, Pearsall Park will be one of the largest parks located in the City and is envisioned as a regional destination.  Construction that is included in the Pearsall Park project scope includes a large pavilion, playground facilities, sprayground, skate park, basketball courts, fitness equipment, and exercise facilities.  Improvements will also include parking, landscaping, irrigation, site furniture, fencing, and trail paving.  
A Request for Competitive Sealed Proposals (RFCSP) was released in December 2014.  This RFCSP was advertised in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in December 2014/January 2015.  Responses were due on February 3, 2015 and two (2) firms were responsive.  A selection committee, consisting of representatives from City Manager's Office, Transportation and Capital Improvements and the Parks & Recreation departments evaluated, scored and ranked the submissions.  Scoring was based on the published evaluation criteria, which included Evaluation of Experience and Qualifications of the Prime Firm, Key Sub-Contractors and Key Personnel, Team's Experience with San Antonio Region issues, Skate Park Construction, Landfill-related Project Experience, past experience with City of San Antonio contracts, Price Proposal and participation in the SBE Prime Contractor Program.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting
Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small Business Enterprise (SBE) Prime Contract Program with fifteen (15) evaluation preference points and 13% Minority/Women Owned Business Enterprise (M/WBE) Subcontracting Program, of which 2% is to be subcontracted to African American Business Enterprise (AABE) firms.  
 
This item is tentatively scheduled for Council consideration in May 2015.
