SUMMARY:
This ordinance authorizes acceptance of a contract with National Bus Sales & Leasing, Inc. to provide the City of San Antonio with one 23 passenger shuttle bus for a total cost of $119,120.46.  This purchase will be funded utilizing the Department of Human Services General Fund.  
 
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is an the offer submitted by National Bus Sales & Leasing, Inc. utilizing cooperative purchasing contract number 071-072-AT through Texas Comptroller Contracts Office for the purchase of one 23 passenger shuttle bus for a total cost of $119,120.46.  
 
The contract will provide one 23 passenger shuttle bus that will be utilized by the Department of Human Services (DHS).  DHS provides transportation services to senior citizens at all City managed Senior Centers.  The number of clients who need transportation at the comprehensive (all day) centers has increased requiring larger capacity vehicles as well as vehicles that will accommodate disabled seniors. This unit is one additional unit to the City's fleet and will be funded through the Department of Human Services General Fund.  
 
Based on thorough research and knowledge of the industry, the Building and Equipment Services Department, Fleet Acquisitions Division could not identify any viable alternative fueled equipment that would be available to meet the current requirements.
 
The new unit is funded with the Department of Human Services General Fund and will be placed into the Vehicle and Equipment Replacement Program.  The life expectancy of the shuttle bus is 120 months.
 
 
ISSUE:
This contract will provide one 23 passenger shuttle bus that will be utilized by the Department of Human Services and is an additional unit to the City's fleet.  The bus will be used by the department for the transportation of seniors.  The shuttle bus is a necessity for Senior Center Based Transportation Program to perform its daily duties.  The vehicle is being funded by the Department of Human Services General Fund.  
 
The vehicle will be purchased from National Bus Sales, Inc. utilizing the Texas Comptroller Office cooperative purchasing contract number 071-072-AT in accordance with the State Cooperative program passed on resolution no. 91-39-53 dated 9/12/1991.
 
The vehicle is covered by a five year/100,000 miles drive train warranty and three years/36,000 miles, bumper to bumper warranty that will start on the day the unit is placed into service.
 
The Small Business Economic Development Advocacy Ordinance requirements were waived due to the lack of qualified SMWBE's available to provide the goods and services.
 
This contract is an exception to the Local Preference Program.
 
The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
 
 
ALTERNATIVES:
Senior Services operational activities would be unfavorably impacted without this vehicle.  Should this purchase not be approved, the ability of the Senior Center Based Transportation Program to provide timely and efficient services to the seniors registered in San Antonio would be negatively impacted.
 
 
FISCAL IMPACT:
The purchase of one 23 passenger shuttle bus for a total cost of $119,120.46 will be funded utilizing the Department of Human Services General Fund.  
 
 
RECOMMENDATION:
Staff recommends the approval to purchase one 23 passenger shuttle bus from National Bus Sales & Leasing, Inc. for the total cost of $119,120.46.  
 
This contract was procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
