Head Start Briefing and Approval Items
 
SUMMARY:
This item provides a briefing and possible action on the annual strategic planning process and program and fiscal activities for the month of March.
 
BACKGROUND:
The Head Start program provides comprehensive, high quality early childhood education, medical, and family support services to 3,020 children in the San Antonio and Edgewood Independent School Districts. The City of San Antonio, as the program grantee, acts as the oversight, monitoring, technical assistance, and administrative agency for the program. The Economic and Community Development Committee (ECDC), in conjunction with the Head Start Policy Council, provides governance oversight of the program.
 
Head Start Performance Standards require programs undergo an annual planning process which includes conducting a program self-assessment and implementation of a strategic plan.  These processes are intended to evaluate program operations and refine long - term program goals and objectives. The Department of Human Services (DHS) completed the annual program self-assessment in February 2015.  The next step in the planning process will be to conduct a strategic planning session on May 12, 2015. During this strategic planning session, the program will review goals, objectives and activities to guide operations for the upcoming program year.
 
Issue:
In accordance with Head Start Performance Standards, DHS will conduct the annual strategic planning process for the upcoming school year on May 12, 2015. As part of this process, DHS Head Start will evaluate operations; review the community assessment; update long and short-term goals and objectives; and revise written program implementation plans. DHS has invited members of the Economic and Community Development Committee, Head Start Policy Council, Head Start Service Providers to include San Antonio Independent School District, Edgewood Independent School District, Family Service Association, and University of Texas San Antonio, along with other key stakeholders to participate. The final Strategic Plan Goals and Objectives will be presented to Head Start Policy Council and the Economic and Community Development Committee for approval in August.
 
As required by the Head Start Act, staff will also review program and fiscal activities and expenditures for the month of March 2015.
