SUBJECT:

2015 Click It or Ticket Seat Belt Enforcement Grant



SUMMARY:

An Ordinance authorizing submission and acceptance, if awarded, of up to a $50,000.00 grant from the Texas Department of Transportation (TxDOT) for the 2015 "Click It Or Ticket" Selective Traffic Enforcement Program (STEP) seatbelt program. The grant period is from May 18, 2015 to May 31, 2015 and funding is for overtime salaries. There are no positions supported by this grant.


BACKGROUND INFORMATION:

The grant proposal requests funding for the 2015 Click It Or Ticket STEP Program. This $50,000.00 grant will fund overtime efforts during the grant period May 18, 2015 to May 31, 2015, to increase occupant restraint use in all passenger vehicles and trucks by conducting intense occupant protection enforcement activities. The TxDOT will provide support via a statewide public information and education effort during the enforcement period.

This will be the 14th year that TxDOT has offered the San Antonio Police Department this grant. This is a nationwide initiative which coincides with the Memorial Day holiday as a kickoff for the summer driving season. The goal of this program is to increase seat belt usage in all passenger vehicles and trucks.


ISSUE:

This ordinance continues City Council's policy of seeking intergovernmental financial assistance for City crime prevention and enforcement programs. The 2015 program from TxDOT will enhance the City's efforts in the enforcement of state traffic laws.



ALTERNATIVES:

Council could elect not to accept the grant. However, it would significantly limit the Department's ability to ensure compliance with state laws requiring the use of seat belts for motor vehicle operators and passengers. Additionally, not participating in this year's program may jeopardize opportunities...
