Authorizing an Amendment to an Agreement with The Immunization Partnership
 
 
SUMMARY:
 
This Ordinance authorizes an amendment to extend the end date to July 31, 2015, revise the scope of work, and increase the compensation of an agreement with The Immunization Partnership (TIP) through which TIP educates the community and supports immunization best practices for the San Antonio Metropolitan Health District's (Metro Health's) Immunization Program.  This amendment will increase the compensation amount by $49,000.00 to a total amount not to exceed $69,000.00 for additional services.
 
BACKGROUND INFORMATION:
 
San Antonio is one of the fastest growing regions in Texas.  The mission of the Metro Health Immunization Program is to prevent and control transmission of vaccine-preventable diseases in persons of all ages, with emphasis on individuals at highest risk for under-immunization.  Bexar County currently has an immunization rate of 68% for children 19-35 months of age.  In addition, Human papillomavirus (HPV) vaccination for teens in Bexar County lags behind other adolescent vaccinations and both rates remain below Healthy People 2020 targets of 90% (4:3:1:3:3:1:4 series) and 80% (HPV series).  HPV is the most common sexually transmitted infection in the United States.  
 
TIP is a nonprofit organization which aims to eradicate vaccine-preventable diseases by educating the community and supporting immunization best practices.  Through this amendment, TIP will expand plans and projects aimed at eradicating vaccine-preventable diseases by distributing educational materials, including new Advisory Committee on Immunization Practices (ACIP) Recommended Immunization Schedules and guidelines, Texas School and Child-care Immunization Requirements, vaccine fact sheets, etc. to provider offices that vaccinate residents in Bexar County.  To promote HPV vaccine, TIP will also host educational forums and promote them via social media.  Both the City and TIP have a vested interest in improving immunization rates by increasing vaccination coverage in Bexar County through advocacy, education, and supporting immunization best practices.
 
 
ISSUE:
 
Metro Health is requesting City Council authorization to amend an agreement with TIP in order to include additional services to expand plans and projects aimed at eradicating vaccine-preventable diseases.
 
 
ALTERNATIVES:
 
If this amendment is not authorized, Metro Health would be unable to update the scope of services to clarify future services and compensation in order to meet the needs of Metro Health's Immunization Program.
 
 
FISCAL IMPACT:
 
On December 1, 2014, Metro Health entered into an agreement with TIP for professional services to educate the community and support immunization best practices for the Metro Health Immunization Program.  The current agreement is for an amount not to exceed $20,000.00 and is funded by the General Fund.  
 
Metro Health is requesting City Council authorization for an amendment to the TIP agreement to extend the term, revise the scope of work and increase the amount of compensation by $49,000.00 to a total amount not to exceed $69,000.00.  Funding for this amendment is available and budgeted within Metro Health's Centers for Disease Control and Prevention, Immunization and Vaccines for Children Program funded by the U.S. Department of Health and Human Services Grant FY 2015 budget and will have no impact to the general fund.
 
 
RECOMMENDATION:
 
Staff recommends approval of an Ordinance authorizing an amendment to an agreement with The Immunization Partnership to extend the end date to July 31, 2015, revise the scope of work to include additional services to be provided by TIP, and increase the compensation to a total amount not to exceed $69,000.00.
