Post-Solicitation Briefing for Request for Qualifications for Stormwater System Televising, Mapping and Condition Assessment

The Transportation & Capital Improvements Department will provide a post-solicitation briefing on the Request for Qualifications for the Stormwater System Televising, Mapping, and Condition Assessment, which was added as an individual item to the Annual High Profile Report.
 
The selected consultant will provide an inventory of City maintained underground stormwater drainage and related surface infrastructure, to include CCTV inspection of all underground structures, condition assessment, population of attribute information, and mapping. This information will be used to assist the City with identifying and prioritizing maintenance of stormwater infrastructure. The initial pilot project will be for 15 to 20 linear miles, for an amount not to exceed $250,000. If the City is satisfied with the work performed in the pilot area, the City will exercise an option to extend the work for an amount not to exceed $1,400,000.
 
The services to be provided include, but are not limited to:
·      Locating underground and surface structures to include manholes, inlets, pipes, and culverts
·      Performing panoramic Closed Circuit Television (CCTV) inspections of underground and surface structures and placing data into City's software
·      Assessing, rating, and recording the structures
·      Mapping the City's stormwater drainage infrastructure
A Request for Qualifications (RFQ) was released in January 2015.  This RFQ was advertised in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in January 2015.  Responses were due on February 10, 2015 and three (3) firms were responsive.  A selection committee, consisting of representatives from Transportation and Capital Improvements evaluated, scored and ranked the submissions.  Scoring was based on published evaluation criteria, which included: Experience of the Prime Firm, Key Personnel and Subconsultants with similar projects; Team's Experience with San Antonio Region Issues and Past Experience with San Antonio Area Issues; and Understanding of the Program and Proposed Management Plan.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the 10% Small Business Enterprise (SBE) Subcontracting Goal.
 
This item is tentatively scheduled for Council consideration in June 2015.
