Lease Agreement with MorphoTrust USA, Inc
SUMMARY:
This Ordinance authorizes a lease agreement with MorphoTrust USA, LLC (MorphoTrust) for 210 square feet of office space in Terminal A across from the Terminal A Security Checkpoint in the San Antonio International Airport. The space will be utilized as a PreCheck Enrollment Center. This space will allow Transportation Security Administration (TSA) to interview potential participants in the PreCheck program. The lease agreement is expected to generate $17,442.60 in annual revenue. The term of the agreement is for one year with the option of an additional four, one-year periods.
BACKGROUND INFORMATION:
In November 2013, TSA announced it was launching PreCheck at San Antonio International Airport as part of its risk-based security measures to enhance the passenger experience at airports. PreCheck is an expedited screening program that allows pre-approved airline travelers to leave on their shoes, light outerwear and belt and keep their laptop in its case. Passengers can also be part of the PreCheck program through their membership with the U.S. Customs and Border Protection (CBP) Trusted Traveler programs, such as Global Entry. San Antonio does not have an enrollment center for the PreCheck Program although it does have an enrollment center for the CBP's Global Entry program.
A location has been identified on the departures level of Terminal A across from the Security Checkpoint. MorphoTrust, which has been contracted by the TSA to run the enrollment centers, has requested 210 square feet for interviews, waiting area and administrative functions related to the PreCheck program.
ISSUE:
City Council is required to authorize lease agreements.
