Thermal Imaging Cameras
 
 
SUMMARY:
This ordinance authorizes a contract to provide the San Antonio Fire Department with sixty-one ISG-INFRASYS X380 thermal imaging camera package units from Allen W. Huelsebusch d/b/a ADH Marketing for a total cost of $542,900.00, which will be financed through a Tax-Exempt Lease Purchase Agreement, or other financial obligations, contingent on the execution of a lease program schedule or other issuance approved by subsequent Ordinance.
 
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the offer submitted by Allen W. Huelsebusch d/b/a ADH Marketing for the one-time purchase of sixty-one thermal imaging camera package units for a total cost of $542,900.00.  The package unit includes a retractable lanyard, two Lithium-Ion batteries, station charger, and a truck mount charger.
 
The City of San Antonio's Fire Department utilizes thermal imaging camera technology to visually penetrate through smoke in order to identify hazards from a much greater distance and to locate and rescue fire victims in less time. This purchase will provide the Fire Department with sixty-one thermal imaging cameras for use in front-line situations also will provide the Fire Department with reserve cameras for firefighter's use while other cameras are being serviced or repaired.
 
Fire Department staff is currently trained on this brand of thermal imaging cameras.  Based upon the most recent testing of thermal imaging cameras, the ISG-INFRASYS X380 was recommended by the Fire Department's Tool and Equipment Committee.    The sixty-one cameras being purchased represent a product upgrade that includes new technology, such as the hot spot tracker, 2x and 4x zoom feature, pointing laser, longer battery life, higher pixel resolution and increased shutter speed.
 
 
This equipment is procured by means of a Public Health or Safety Exemption to Texas Local Government Code Chapter 252.022.02.  State statute indicates that competitive bidding is not required under the Public Health or Safety Exemption, which provides for a procurement to protect and preserve the public health or safety of the City's residents.
 
 
ISSUE:
This contract will provide the Fire Department with sixty-one ISG-INFRASYS X380 thermal imaging camera package units.  These cameras are covered by a two-year warranty.  This purchase will replace cameras that are past their service life.  This purchase will also provide spare cameras for operational use while damaged cameras are returned to the manufacturer for repairs.  These cameras are equipped with the latest thermal imaging technology to aid in locating and rescuing fire victims in less time.
 
Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.
 
Local Preference Program Ordinance is not applicable to this solicitation.
 
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
 
 
 
ALTERNATIVES:
Should this contract not be approved, the Fire Department would be out of compliance with the National Fire Protection Association standard mandating that every fire apparatus carry a thermal imaging camera for the safety and welfare of firefighters.  Without these cameras, firefighting teams would be required to enter and search buildings without the enhanced visual capability provided by thermal imaging.
 
 
FISCAL IMPACT:
The total cost for the one-time purchase of the thermal imaging cameras is $542,900.00,   which will be financed through a Tax-Exempt Lease Purchase Agreement, or other financial obligations, contingent on the execution of a lease program schedule or other issuance approved by subsequent Ordinance.
 
 
RECOMMENDATION:
Staff recommends the approval of this one-time purchase with Allen W. Huelsebusch d/b/a ADH Marketing for sixty-one ISG-INFRASYS X380 thermal imaging camera package units for a total cost of $542,900.00.
 
This contract is procured by means of Public Health or Safety Exemption and a Contracts Disclosure Form is not required.
