Briefing on the Consolidated Rental Car Facility Project


SUMMARY:

This Briefing will provide City Council with an update on the status the Consolidated Rental Car Facility (CONRAC) project at the San Antonio International Airport. The presentation will address the financials for the project including the lease and concession agreements with the rental car firms, Bond Sale and Customer Facility Charge (CFC) fee. The presentation will also provide information on the Guaranteed Maximum Price to the Construction Manager at Risk contract, amendment to the design contract, improvements to the parking lots and shuttle operations during the construction of the facility.


BACKGROUND INFORMATION:

In 2011, the San Antonio International Airport Master Plan included a recommendation that the Airport build a CONRAC in the next five years. The CONRAC is designed as a seven-level facility that will provide a centralized location for the rental car firms serving the San Antonio International Airport. The facility will be more than 1.8 million square feet and located on the site of the hourly parking garage and adjoining surface area.

The first two levels of the CONRAC are dedicated to public parking for short-term customers. The remaining four and a half levels will provide the rental car agencies with a customer service area, ready/return areas, quick turnaround areas for light maintenance, fueling and vehicle washing and vehicle storage areas.

On June 18, 2015, Staff will bring forward the following financial actions related to the CONRAC project as well as:

A. Establishing the Guaranteed Maximum Price and amending the construction contract with Turner Construction
B. Amending the design services contract with TranSystems
C. Authorizing the standard lease agreement with the rental car firms
