SUMMARY:
 
An ordinance for Wilson Boulevard (Club Drive to Donaldson Avenue) & Thespian Island, a 2012-2017 Bond-funded Project, located in Council District 7, awarding a construction contract in the amount of $808,105.00 to E-Z Bel Construction, LLC., of which $29,000.00 will be reimbursed by San Antonio Water Systems (SAWS) and $173,290.00 will be reimbursed by CPS Energy.
 
 
BACKGROUND INFORMATION:
 
Project Background
The 2012-2017 General Obligation Bond Program authorized $1,000,000.00 for the Wilson Boulevard (Club Drive to Donaldson Avenue) & Thespian Island Project. Of this amount $605,815.00 will be used for construction. The remaining $394,185.00 will be used for design services, environmental services, advertising and project management, with any leftover funds to be realized as bond savings.
 
Project scope includes street resurfacing along Wilson Boulevard (Club Drive to Donaldson Ave.), and the reconstruction of sidewalks and curbs on the west side of Wilson (Club Drive to Donaldson Avenue).  Project scope also includes is the construction of a curbed center grassy median that provides pedestrian refuge; providing added safety for the students who cross Kampmann Boulevard going to and from Thomas Jefferson High School. The City's Transportation and Capital Improvements Department (TCI) coordinated with San Antonio Independent School District officials throughout the design process to maximize the benefits for both traffic operations and pedestrian safety adjacent to Thomas Jefferson High School.    
 
Operational improvements also will be made around Thespian Island: widening the existing island at Kampmann, to provide a dedicated right-turn lane to Donaldson while keeping the original island shape intact. A 12 foot vehicular lane with a five foot bike lane will be dedicated within the right-turn lane, and a ten foot crossing will be constructed from Thespian Island to the Jefferson High School campus. Improvements for SAWS water, SAWS sewer and CPS gas also will be included with the project. A Public Meeting was held on April 9, 2015, at Thomas Jefferson High School to inform the public of the Project.
 
Procurement of Services.
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in March 2015. In addition, the bid announcement was made on TVSA and through the TCI Small Business Office. Plans also were available for review by potential bidders at the office of Jones & Carter, Inc., located at 1000 Central Parkway N. Suite 100, San Antonio, TX 78232.  Bids for this Project were opened on April 21, 2015 and four bidders responded. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid. A matrix of the bid outcome is included herein as Attachment 2.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 14% Small Business Enterprise (SBE) subcontracting goal and an 8% Minority/Women Business Enterprise (M/WBE) subcontracting goal. E-Z Bel Construction, LLC has committed to 34% SBE and 28.3% M/WBE subcontractor participation.  In addition, E-Z Bel Construction is a certified small and minority-owned business.
 
 
 
ISSUE:
 
This ordinance for Wilson Boulevard (Club Drive to Donaldson Avenue) & Thespian Island, a 2012-2017 Bond-funded Project, located in Council District 7, accepts the lowest responsive bid and awards a construction contract in the amount of $808,105.00, to E-Z Bel Construction, LLC, of which $29,000.00 will be reimbursed by San Antonio Water Systems (SAWS) and $173,290.00 will be reimbursed by CPS Energy.
 
This contract provides street resurfacing on Wilson from Club to Donaldson as well as the reconstruction of sidewalks and curbs on the west side of Wilson from Club to Donaldson.  The project also will construct a curbed center grassy median that provides pedestrian refuge at Thespian Island which includes widening the existing island at Kampmann to provide a dedicated right-turn lane to Donaldson.
 
Project construction is anticipated to begin June 2015 and estimated to be completed by October 2015.  Construction activities will take place six days a week, sun up to sun down.
 
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Due to the location of this project near Jefferson High School, the optimal construction window for this project is during the summer months. Re-advertising the project would delay the project a full year. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
 
 
FISCAL IMPACT:
 
This is one-time capital improvement expenditure in the amount of $808,105.00, to E-Z Bel Construction, LLC. Of this amount, $605,815.00 will be funded by 2012-2017 General Obligation Bonds, $29,000.00 will be reimbursed by SAWS, and $173,290.00 will be reimbursed by CPS Energy.  Funds are included in the FY 2015 - 2020 Capital Improvement Budget.
 
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance for Wilson Boulevard (Club Drive to Donaldson Avenue) & Thespian Island, a 2012-2017 Bond-funded Project, located in Council District 7, awarding a construction contract in the amount of $808,105.00, to E-Z Bel Construction, LLC, of which $29,000.00 will be reimbursed by San Antonio Water Systems (SAWS) and $173,290.00 will be reimbursed by CPS Energy.
