SUMMARY:

An Ordinance for Peggy Drive Extension, a 2012-2017 General Obligation Bond funded Project, located in Council District 2, awarding a construction contract in the amount of $1,799,179.62 to CRG.

BACKGROUND INFORMATION:

The 2012-2017 General Obligation Bond Program authorized $5,600,000.00 for the Peggy Drive Extension Project, and of that amount, $1,799,179.62 will be used for construction.  As part of the Peggy Drive Extension Project, a previous ordinance was approved that provided Koch Pipeline Company with $1,021,959.00 to move their privately owned gas pipeline to allow for this project to occur.  The remaining $2,778,861.38 shall be used for design services, environmental services, advertising, property acquisition and project management, with any leftover funds to be realized as bond savings.

This contract provides for a new 30-foot roadway of approximately 0.30 miles in length to connect the Eastgate subdivision to Houston Street.  Project improvements also include a new span bridge, the addition of 4-foot sidewalks, curbs, driveway approaches and drainage improvements throughout the Project limits.   Bike lanes were not included in this design of the new roadway due to width limitations as well this street not currently included in the Bicycle Master Plan. A community meeting was held on December 17, 2013 at Iglesia Adventista to inform the community of the Project details and to coordinate with businesses and residents. Project construction is anticipated to begin in July 2015 and is estimated to be completed by March 2016. Construction activities will take place six days a week, sun rise to sun down.

Previous Council Approval
On April 16, 2015 an ordinance was approved for the adjustment of an existing dual 16-inch pipeline by Koch Pipeline Company as part of the Peggy Drive Extension Project.

Procurement of Services
This Project was advertised for construction bids in April 2015 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office. Plans also were available for review by potential bidders at the office of Cude Engineers, 4122 Pond Hill Road, Suite 101, San Antonio, TX, 78231. Bids for this Project were opened on April 28, 2015 and seven (7) bidders responded. Of these, CRG submitted the lowest responsive bid. A matrix of the bid outcome is included herein as Attachment 2.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 10% Minority/Women Business Enterprise (M/WBE) subcontracting goal.  CRG has committed to 11.14% M/WBE subcontractor participation.

ISSUE:

This ordinance for the Peggy Drive Extension, a 2012-2017 Bond-funded project located in Council District 2, accepts the lowest responsive bid and awards a construction contract in an amount not to exceed $1,799,179.62, authorized payable to CRG.

This contract provides for a new roadway to connect the Eastgate subdivision to Houston Street.  Project improvements also include a new span bridge, the addition of sidewalks, curbs, driveway approaches and drainage improvements throughout the project limits.   Project construction is anticipated to begin in July 2015 and estimated to be completed by March 2016.

Coordination with the businesses and adjacent local residents will be made to ensure accommodations are in place to maintain accessibility during construction. Some of those accommodations include providing temporary driveway access to residential and commercial properties and phasing the construction work to minimize traffic inconveniences to the traveling public.

ALTERNATIVES:

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of this Project.

FISCAL IMPACT:

This is a one-time capital improvement expenditure in an amount of $1,799,179.62, authorized payable to CRG.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2015-2020 Capital Improvement Budget.

RECOMMENDATION:

Staff recommends approval of this ordinance awarding a construction contract in the amount of $1,799,179.62 to CRG for the Peggy Extension Project.
