Amendment to an Interlocal Agreement with the San Antonio River Authority for the Mission Drive-In Redevelopment Project


SUMMARY:

An Ordinance for the Mission Drive-In Redevelopment Project, authorizing an amendment to an Interlocal Agreement (ILA) between the City of San Antonio and the San Antonio River Authority (SARA) for additional Low Impact Development (LID) Analysis Services in support of the City's Mission Area - Environmental Protection Agency (EPA) 319 Grant, and authorizing an amount not-to-exceed $17,000.00 to SARA.

BACKGROUND INFORMATION:

In 2010, the Transportation & Capital Improvements Department (TCI) sought an Environmental Protection Agency (EPA) 319 Grant through the Texas Commission on Environmental Quality (TCEQ) to fund the installation of on-site Low Impact Development (LID) storm water pollution reduction measures related to the Mission Drive-In Redevelopment project. As part of the terms of the EPA 319 Grant, this project received 60% Federal Funding ($520,439.00) and a 40% Local Match ($346,959.00). The Mission Drive-In Redevelopment project is located on the 26-acre former Mission Drive-In, and has already completed the redevelopment of the Old Mission Drive-In Theater into the District 3 Mission Branch Library and the Mission Marquee Plaza. The Mission Drive-In Redevelopment site is a premier location which demonstrates and showcases the application of Low Impact Development (LID) Best Management Practices (BMPs) and features on-site storm water pollution reduction measures. This project will serve as testing model for LID technology uses in other locations throughout the San Antonio River Watershed.
