SUBJECT:

FY 2015 Reprogramming of Community Development Block Grant Program funds


SUMMARY:

An ordinance authorizing the reprogramming of $550,000 in Community Development Block Grant (CDBG) funds from the Let's Paint Program to public infrastructure improvements in low-to-moderate income neighborhoods and a redirection of $550,000 in Street Maintenance Program (SMP) General Funds to the Let's Paint Program.


BACKGROUND INFORMATION:

The City of San Antonio receives federal entitlement grants awarded through the Department of Housing and Urban Development (HUD). These funds are designed to meet the needs of persons who are of low and moderate income and for preserving and developing low-income communities.

In FY 2014 and FY 2015, City Council allocated $550,000 Community Development Block Grant Funds (CDBG) to the Let's Paint Program to provide exterior housing improvements for low income households in our inner city neighborhoods. The intent of the program is to provide not only a service benefit to the low income homeowner, but to provide visible improvements to the neighborhood.


ISSUE:

Due to regulatory limitations of the CDBG grant, City staff is recommending a substitution of funds with the City's General Fund to allow more flexibility in the implementation of the Let's Paint Program.

To accomplish this, the City has identified $550,000 in public infrastructure improvements in a low income areas funded through the City's Street Maintenance Program (SMP) that is eligible to be funded with CDBG. Specifically, CDBG funds will be used to reconstruct Fay Avenue from New Laredo Highway to Somerset Road. The General Funds allocated to those infrastructure projects will be applied to the Let's Paint Program.
