Security Camera Upgrade and Parking Area Surveillance Projects at the San Antonio International Airport.
 
 
SUMMARY:
 
This Ordinance authorizes a contract with Presidio Networked Solutions, LLC for the purchase and installation of security cameras at the San Antonio International Airport. As part of the Security Camera Upgrade project, 71 digital cameras and the supporting infrastructure will be installed. In the Long Term Parking Garage, 82 digital cameras and the supporting infrastructure will be installed as well as 11 emergency call boxes. The total contract value is $1,938,801.79 of which $655,118.00 expected to be reimbursed by a Transportation Security Administration (TSA) grant. This Council action will appropriate $1,127,159.00 from the Airport Capital Budget.
 
BACKGROUND INFORMATION:
 
The CITY of San Antonio is in the process of modernizing San Antonio International Airport to meet its current and future demands. The new equipment will improve the safety for both the traveling public as well as patrons utilizing the parking facilities at the airport.
 
Security Camera Upgrades
This project consists of the replacement of existing analog cameras, provision and complete install of 71 new IP-based cameras, upgrade of the existing video management system (VMS) and upgrade of the existing video storage array. This work includes the install of new cabling infrastructure as required to support the cameras. The contractor will also install equipment furnished by ITSD. A portion of this project is part of a Transportation Security Administration grant and will be eligible for reimbursement.
 
Parking Area Surveillance For Long Term Parking Garage
This project consists of replacement of existing analog cameras the provision and complete install of 82 new IP-based cameras, upgrade of the existing VMS and upgrade of the existing video storage array. This project also consists of the upgrade of the existing emergency call box system (ECB) and provision and complete install of new IP-based sub-stations. The contractor will install 11 emergency call boxes including the mater station and supporting infrastructure. The contractor will upgrade the Genetec headend storage.
 
An Invitation For Bids was released in January 2015 and advertised in the Hart Beat as well as on the City's website and TVSA. Two bids were opened in February 2015. The Faith Group, LLC reviewed the bids and determined Presidio Networked Solutions Group LLC was the responsible low bidder.
 
Disadvantaged Business Enterprise
The Federal Disadvantaged Business Enterprise Program (DBE) program is to be utilized on this contract with federal regulations since this contract is federally assisted. The DBE goal that has been established for this contract is 6.5%. The recommended firm's Good Faith Efforts Plan with a commitment of 8% was reviewed and approved by the Aviation's Small Business Section.
 
 
ISSUE:
 
City Council approval is required for approval of this purchase. This project will upgrade the security cameras at the San Antonio International Airport for improved infrastructure.
 
 
ALTERNATIVES:
 
City Council could direct staff to issue a new solicitation for these services. However, the re-issue would result in the delay the delivery of these projects while a new solicitation is developed and released.
 
 
FISCAL IMPACT:
 
This is a one-time expenditure of $1,938,801.79 to Presidio Networked Solutions and funded with Airport Improvement and Contingency funds. This action also authorizes $580,686.21 in project contingency and inspection services. It is estimated that $655,118.00 of the total cost will be reimbursed by the Transportation Security Administration (TSA) grant. This action will amend the Aviation Capital Budget and appropriate funds in the amount of $1,127,159.00.
 
 
RECOMMENDATION:
 
Staff recommends the award of the contract to Presidio Networked Solutions for the installation of cameras for the Security Camera Upgrade and Parking Area Surveillance projects.
