SUMMARY:
 
An Ordinance authorizing the first one-year renewal of a professional services agreement in an amount not to exceed $1,125,000.00 to Clean Harbors Environmental Service, Inc. for household hazardous waste collection, characterization, packaging, transportation and disposal service for the City's Household Hazardous Waste program funded within the Solid Waste Management Fund.
 
 
BACKGROUND INFORMATION:
 
Ordinance 2012-09-20-0755 authorized the execution of a professional services agreement for household hazardous waste collection, characterization, packaging, transportation and disposal services with Clean Harbors Environmental Service, Inc. The contract term is through September 30, 2015, with two optional one-year renewal terms, upon approval of the City Council.  Household Hazardous Waste (HHW) includes wastes generated from residential homes that may be toxic, corrosive, hazardous or flammable.  Wastes such as cleansers, herbicides/pesticides, used oil, batteries and old paint are collected at the City's permanent drop-off center, located at 7030 Culebra Road.  The hours of operation are Tuesday - Friday 8am to 5pm and Saturday 8am to 12pm.  A second processing facility, located at 1800 Bitters Road, is open on the first Saturday of each month during the months of February - August from 8am to 3pm.  In addition, mobile events are included in the HHW program to provide convenient disposal of HHW to all areas of the City.  The availability of HHW services is a vital component for the SWMDs safety program, as well as a program component of the City of San Antonio Texas Pollution Discharge Elimination System (Stormwater) permit.  
 
The initial term of the Agreement is through September 30, 2015. Two optional one-year renewal extensions, under the same terms and conditions, were authorized by the ordinance, subject to City Council approval and funding availability. The renewed contract would take effect October 1, 2015 and run through September 30, 2016.
 
 
ISSUE:
 
This Ordinance would authorize the first one-year renewal of a professional services agreement in an amount not to exceed $1,125,000.00 to Clean Harbors Environmental Service, Inc. for household hazardous waste collection, characterization, packaging, transportation and disposal service to assist the City's Household Hazardous Waste program and mobile events, in various Council Districts.Approval of this ordinance is necessary to continue the HHW operations at the permanent facilities and the mobile events.
 
The renewed contract would take effect October 1, 2015 and run through September 30, 2016. Approval of this ordinance is necessary to continue HHW operations at permanent facilities and mobile events.
 
 
 
ALTERNATIVES:
 
Delaying or not approving the execution of this renewal would result in discontinuing the HHW program and mobile events once the current contract expires at the end of September.  City staff would be required to find an alternate method or perform additional solicitations for contractors in order to perform the work required.  In the interim, HHW disposal services would not be provided.  
 
 
FISCAL IMPACT:
 
Funds are not encumbered by this ordinance.   Funding for this agreement is contingent upon Council approval of FY 2016 Budget and will be available in the Solid Waste Operating and Maintenance Fund.
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance to authorize the first of two one year renewal options of the Professional Services Agreement with Clean Harbors Environmental Service, Inc., for household hazardous waste collection, characterization, packaging, transportation, and disposal services, in an amount not to exceed $1,125,000.00 for the term of the renewal.
