SUMMARY:
This item is to approve the artist recommendation for the Lackland Corridor Gateway project. Artist recommendation: pre-qualified artist George Schroeder in conjunction with the project team.

BACKGROUND INFORMATION:
On November 7, 2013 City Council approved the corridor improvement study along SW Military Drive from US Highway 90 to Old Pearsall Road. In January 2014, TCI tasked RVK to conduct a study, develop a master plan and identify enhancements to the Lackland Air Force Base Corridor. City Council approved the Lackland Corridor Enhancement Master Plan on August 7, 2014. Subsequently, Councilman Rey Saldana identified the first phase as the Lackland Corridor Gateway, a sculpture opportunity located on the corner of SW Military Drive and US Highway 90.

The sculpture opportunity includes collaboration between a pre-qualified artist and the project team to develop the conceptual design. The pre-qualified artist selected to work with the project team is George Schroeder. George Schroeder is a local San Antonio based artist who specializes in large scale metal fabrication and design. The Public Art Committee approved recommended artist George Schroeder for the Lackland Corridor Gateway on May 5, 2015.

ISSUE:
The approval of this artist will authorize a design and fabrication contract in the amount of $750,000 for design, fabrication and installation.

ALTERNATIVES:
Approval of the Public Art Committee's recommendation is the staff recommended action considering delay would adversely affect the timing to encumber funds by the end of the fiscal year.

FISCAL IMPACT:
Funds in the amount of $1.6 million were identified in the City Manager's FY2015 proposed budget for Phase 1 of the Lackland Corridor Enhancement Master Plan including the sculptural opportunity in the amoun...
