SUMMARY:
An ordinance for construction of Blanco Road Phase II (Edison to El Monte and Olmos Creek to Jackson-Keller), a 2012-2017 Bond Program project located in Council District 1, awarding a construction contract to E-Z Bel Construction in amount not to exceed $14,980,051.63, of which $2,718,519.96 will be reimbursed by San Antonio Water Systems (SAWS) and $1,288,084.00 will be reimbursed by CPS Energy.
 
BACKGROUND INFORMATION:
Project Background
 
The 2012-2017 General Obligation Bond Program authorized $14,656,000.00 for funding of the Blanco Road Phase II (Edison to El Monte and Olmos Creek to Jackson-Keller) Project, of which, $11,113,447.67 will be used for the construction.  The balance of the Project funds will be used for design services, environmental services, advertising and project management with any remaining funds to be realized as bond savings.
 
The Phase II Project is a continuation of the 2007-2012 Blanco Road Phase I Project.  Phase II will include the construction of Blanco Road which consists of two separate sections with Edison to El Monte as the base bid and Olmos Creek to Jackson-Keller as the additive alternate. This project will include the construction curbs, sidewalks, driveway approaches and necessary drainage and traffic-signal improvements. The design of Phase II provides for four 11 foot road lanes and six foot sidewalks on each side of the road. Due to the width of the road and limited available right of way, bike lanes have not been included in this project.
Public Meetings were held on September 20, 2010, July 13, 2011 and February 22, 2012 at Family Education Alliance of South Texas and Edison High School.  Project construction is anticipated to begin August 2015 and estimated to be completed by February 2017. Construction activities will take place six days per week, from sun up to sun down.
 
Procurement of Services
 
An Invitation for bids was advertised in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, and through the TCI Small Business Office in March 2015. In addition, plans were available for review by potential bidders at the office of Civil Engineering Consultants (CEC), 11550 I.H. 10 West Suite 395, San Antonio, Texas 78230.  Bids for this Project were opened on April 7, 2015 and three bids were received.  Of these, E-Z Bel Construction submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 10% Minority/Women Business Enterprise (M/WBE) subcontracting goal and 1% African American Business Enterprise (AABE) subcontracting goal. E-Z Bel has committed to meeting the M/WBE and the AABE subcontracting goals. In addition, E-Z Bel Construction is a certified small business.
 
ISSUE:
This ordinance for Blanco Road Phase II (Edison to El Monte to Olmos Creek to Jackson-Keller), a 2012-2017 Bond Program project, located in Council District 1, accepts the lowest responsive bid and awards a construction contract to E-Z Bel in an amount not to exceed $14,980,051.63, of which $2,718,519.96 will be reimbursed by San Antonio Water Systems (SAWS) and $1,288,084.00 will be reimbursed by CPS Energy.
This Project will allow for the completion of the 2007-2012 Bond Project of Blanco Road, from Hildebrand to Jackson-Keller with curbs, sidewalks, driveways, improved drainage and traffic signals, as needed.  Project construction is anticipated to begin August 2015 and estimated to be completed by February 2017.
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.  
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the amount of $14,980,051.63 authorized payable to E-Z Bel Construction; of this amount $2,718,519.96 will be reimbursed by San Antonio Water Systems (SAWS) and $1,288,084.00 will be reimbursed by CPS Energy.Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2015 - 2020 Capital Improvement Budget.
