Contract Award: Seeling Channel Phase II Drainage

 

 

SUMMARY:

 

An Ordinance for Seeling Channel Phase II Draining from Wilson to Morning Glory, a 2012-2017 Bond-funded Project, located in Council District 7, awarding a construction contract in the amount of $20,776,776.00 to Quest Civil Constructors, of this amount, $3,203,203.00 will be reimbursed by San Antonio Water Systems and $75,717.00 will be reimbursed by CPS Energy.

 

 

 

BACKGROUND INFORMATION:

 

Project Background

The 2012-2017 General Obligation Bond Program authorized $24,606,000 for Seeling Channel Phase II Drainage and, of that, $17,497,856.00 will be used for construction.  The balance of the Project funds approved by voters will be used for property acquisition, design services, environmental services, advertising, and project management with any remaining funds to be realized as bond savings.

 

This Project provides for the construction of channel improvements, from 100 feet upstream of Wilson Boulevard to approximately 150 feet downstream of the Morning Glory Drive crossing.  Improvements to the channel include widening the channel to a typical 53 foot width with vertical concrete walls and lowering the channel three feet deeper. The channel will be fenced in with guardrail along the fence line. The Project will also include replacing the existing bridge structures at W. Huisache and Morning Glory Drive, street realignment to accommodate the wider channel, drainage improvements which will remove over 100 homes from the flood plain.

 

The additive alternate included as part of this contract includes replacing the existing bridge at Morning Glory Drive, an additional 200 feet of channel improvements, street and drainage improvements along Morning Glory Drive and additional street and drainage improvements north along West Mulberry Avenue.  In addition, a maintenance ramp will be added for access to the channel from West Huisache Avenue.  Project construction is anticipated to begin in September 2015 and estimated to be completed by September 2017. Construction activities will take place six days a week, sun up to sun down.

 

 

Procurement of Services.

This Project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website and the Texas Electronic State Business Daily in April 2015. In addition, the bid announcement was made on TVSA and through the TCI Small Business Office. Plans also were available for review by potential bidders at the office of AECOM, located at 112 E. Pecan St. Ste. 400, San Antonio, Texas, 78205.  Bids for this Project were opened on May 19, 2015 and five bidders responded. Of these, Quest Civil Constructors submitted the lowest responsive bid. A matrix of the bid outcome is included herein as Attachment 2.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 12% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal. Quest Civil Construction, Inc. has committed to 12% M/WBE and 1% AABE subcontractor participation.

 

 

 

ISSUE:

 

This ordinance for Seeling Channel Phase II Drainage from Wilson Boulevard to Morning Glory Drive, a 2012-2017 Bond-funded Project, located in Council District 7, accepts the lowest responsive bid and awards a construction contract, including an additive alternate, in the amount of $20,776,776.00, authorized payable to Quest Civil Constructors.  Of this amount, $3,203,203.00 will be reimbursed by San Antonio Water Systems (SAWS) for its work and $75,717.00 will be reimbursed by CPS Energy.

 

This project provides for the reconstruction of channel improvements from 100 feet upstream of Wilson Boulevard to approximately 50 feet upstream of the Morning Glory Drive crossing.  Improvements to the channel include widening the channel to a typical 53 foot width with vertical concrete walls and lowering the channel three feet deeper. The channel will be fenced in with guardrail along the fence line. The project will also include replacing the existing bridge structures at West Huisache as well as adjacent street reconstruction and drainage improvements.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the total amount of $20,776,776.00, payable to Quest Civil Constructors. Of this amount, $3,203,203.00 will be reimbursed by San Antonio Water Systems for its work and $75,717.00 will be reimbursed by CPS Energy.  Funds are available from the 2012-2017 General Obligations Bonds and Bexar County contributions and are included in the FY 2015 - 2020 Capital Improvements Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $20,776,776.00 to Quest Civil Constructors, for construction of the Seeling Channel Phase II Drainage Project.
