SUBJECT: Contract Award: Belfast and Janda Susan Area Drainage
SUMMARY:
An ordinance for Belfast and Janda Susan Area Drainage, a 2012-2017 Bond funded project located in Council District 1, awarding a construction contract to San Antonio Constructors, Ltd. in the amount of $2,507,321.02, of which $469,003.54 will be reimbursed by SAWS and $208,980.00 will be reimbursed CPS Energy and reallocating $515,000.00 from the 2012-2017 General Obligation Bond Drainage Savings to this project.
BACKGROUND INFORMATION:
Project Background
The 2012-2017 General Obligation Bond Program authorized $2,662,000.00 for funding of design and construction of the Belfast and Janda Susan Area Drainage Project. However, these funds were only sufficient for payment of the base bid which included the construction of an underground storm drain pipeline system along Belfast which requires boring under Union Pacific Railroad near U.S. Hwy 281 and tying into a TxDOT channel, street reconstruction to include curbs and sidewalks and driveway approaches along Belfast, as needed to Mavis Street.
In addition, funding from 2012-2017 General Obligation Bond Drainage Savings allows for the reallocation of $515,000.00 providing for the completion of Alternate 1 which includes continuing with the underground storm drain pipeline system on Belfast. The project also provides for street reconstruction to include curbs and sidewalks and driveway approaches, as needed, from Mavis Street to Everest.
A Public Meeting was held on February 26, 2014 to inform residents of the project’s details. Project construction is anticipated to begin August 2015 and estimated to be completed by April 2016.
Procurement of Services
An Invitation for bids was advertised in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily and through the TCI Small Business Office in April 2015. In addition, plans were available for review by potential bidders at the office of Bury Partners, Inc., located at 922 Isom Road, San Antonio, Texas 78216. Bids for this Project were opened on May 5, 2015 and four bidders responded. Of these, San Antonio Constructors, Ltd. submitted the lowest responsive bid. A matrix of the bid outcome is included herein as Attachment 2.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 12% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal. San Antonio Constructors, Ltd. has committed to 16.87% M/WBE and 1.1% AABE subcontractor participation. San Antonio Constructors, Ltd. is also a certified small business.
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
ISSUE:

This Project provides for the construction of an underground storm drain system along Belfast from U.S. Hwy 281 to Everest, which includes boring under Union Pacific Railroad and tying into a TxDOT channel, street reconstruction to include curbs and sidewalks and driveway approaches, as needed. Project construction is anticipated to begin August 2015 and estimated to be completed by April 2016. Construction activities will take place six days a week from sunrise to sunset.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $2,507,321.02, authorized payable to San Antonio Constructors, Ltd., of which $469,003.54 will be reimbursed by SAWS and $208,980.00 by CPS Energy. Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2015 - 2020 Capital Improvement Budget. This ordinance also authorizes the reallocation of an additional $515,000.00 from 2012-2017 General Obligation Drainage Bond Savings to the Belfast and Janda Susan Area Drainage project.

RECOMMENDATION:
Staff recommends approval of this ordinance awarding a construction contract in the amount of $2,507,321.02 to San Antonio Constructors, Ltd., for construction of Belfast and Janda Susan Area Drainage and reallocating $515,000.00 from the 2012-2017 General Obligation Bond Drainage Savings to the Belfast and Janda Susan Area Drainage project.
