Summary:

This item is to approve the artist recommendation for 2012-2017 Bond project for the District 4 Neighborhood. Artist recommendation: pre-qualified artist team Legge Lewis Legge.

 

Background Information:

As the result of the City of San Antonio’s 2012-2017 Bond Program, a District 4 Neighborhood: Pedestrian Bridge has been identified as a public art opportunity. On April 2, 2015 PASA completed the process to update new additions to the public art pre-qualified roster. In February PASA established an artist selection panel of four panelists: Dr. Ruben Michael Flores, Palo Alto College President; Pat Bruny, District 4 Council Office representative; Karen Mahaffey, District 4 artist; and Jessica Sanchez, San Antonio Arts Commission.

 

The artist selection panel convened to review the public art opportunity and artist qualifications, evaluated and scored a shortlist of artists, reviewed and discussed finalists, and requested proposals from four artists. On June 15, 2015 the artist selection panel reviewed artist preliminary proposals and recommended pre-qualified artist team Legge Lewis Legge for the District 4 Neighborhood: Pedestrian Bridge public art opportunity. Legge Lewis Legge is a public art and architecture studio operated by architect Murray Legge FAIA and filmmaker Deborah Eve Lewis, both in Austin, Texas, and artist Andrea Legge in New York City

Legge Lewis Legge is an artist team that specializes in treated glass, reflective surfaces, and multiple lighting types and applications.

 

The Public Art Committee approved recommended artist team Legge Lewis Legge for the District 4 Neighborhood: Pedestrian Bridge public art opportunity on August 4, 2015.

 

Issue:

The approval of this artist will authorize a design and fabrication contract in the amount of $100,000 for design, fabrication and installation.

 

Alternatives:                     

Should the artist not be approved, the artist selection panel for the District 4 Neighborhood: Pedestrian Bridge would reconvene to choose an alternate artist.

 

Fiscal Impact:

The public art opportunity for the District 4 Neighborhood: Pedestrian Bridge was approved by City Council and is funded through the one percent for public art allocation as part of the 2012-2017 Bond Program, Proposition 1: Streets, Sidewalks & Bridges in the amount of $100,000. No additional funds will be encumbered.

 

Recommendation:                     

Staff recommends the approval of pre-qualified artist recommendation of Legge Lewis Legge for the 2012-2017 Bond Project District 4 Neighborhood: Pedestrian Bridge based on the Public Art Policy & Guidelines Section D Artist Selection Criteria.

 

Related action includes:

City Council approved recommended additions to the pre-qualified public art roster on April 2, 2015, artist selection panel recommendation on July 15, 2015 and Public Art Committee approved pre-qualified artist on August 4, 2015.
