Replacement of Bus Ducts at Alamodome

 

 

 

SUMMARY:

 

This ordinance authorizes the ratification of a contract with Alterman, Inc. for services rendered and completed on June 29, 2015 in the amount of $225,791.00 to provide the replacement of electrical bus ducts at the Alamodome for the Convention and Sports Facilities Department.  Funding is available from the FY2015 Convention and Sports Facilities Operating Fund.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is the ratification of a contract with Alterman, Inc. in the amount of $225,791.00 to provide all labor, material and equipment for the replacement of electrical bus ducts at the Alamodome completed on June 29, 2015.  Services were rendered utilizing a Certificate of Exemption as the procurement was necessary due to unforeseen damage to machinery, equipment or other property.

 

On October 12, 2014 two sections of bus duct (6’ & 10’) failed by arcing on the third level, mezzanine, west side, Quad D, in an electrical room behind the administrative offices at the Alamodome.  Two sections arced at the joint where connected and were subsequently removed at the point of failure.  The good sections above the failed bus duct were lowered to fill in the gap and a temporary heavy cable solution was put in place so this quadrant of the facility could continue to operate until permanent replacement was completed with new sections of bus duct.   The service was performed by Alterman, Inc.

 

On November 22, 2014 three additional sections of bus duct (6’ and 10’) failed by arcing on the second level, plaza, east side, Quad A, and in an electrical room located in the interior of a concession stand at the Alamodome.  The three sections which arced at the connection joint were subsequently removed at the point of failure and a temporary solution as previously performed on the third level was provided by Alterman, Inc.

 

The required replacement sections of bus duct could only be ordered from the manufacturer due to discontinued components.  The bus duct was initially scheduled to be replaced in April 2015.  However, the bus duct received was not the correct size and could not be installed.  The insulation surrounding components was thicker than the Alamodome’s original, installed bus duct.  The bus duct was returned and the correct size bus duct was received in June 2015.  All repairs were completed and approved by the Alamodome facility’s staff on June 29, 2015.

 

 

 

ISSUE:

 

This ordinance will ratify the contract for the repair and replacement of electrical bus ducts at the Alamodome.  Two sections of electrical bus duct failed by arcing on October 12, 2014 and three sections of electrical bus duct failed by arcing on November 22, 2014.

 

This contract is exempt from competitive bidding and is excluded from the scope of the Small Business Economic Development Advocacy program.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

The Alamodome was adversely affected by the electrical bus duct failure in the third, fourth and fifth levels of Quad A and Quad D at the Alamodome.  An emergency procurement utilizing a Certificate of Exemption due to unforeseen damage to machinery, equipment or other property was used in order to provide power to areas such as Alamobowl offices, concession areas, press box, audio, video rooms and restrooms areas to make the facility fully operational.  Should the repairs have not been performed, the Alamodome would not have been able to move forward with scheduled events such as the Alamobowl. 

 

 

FISCAL IMPACT:

 

This ordinance authorizes the ratification of a contract with Alterman, Inc. that provided electrical bus duct replacement services at the Alamodome for a total cost of $225,791.00.  Funding is available from the FY2015 Convention and Sports Facilities Operating Fund.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of action to ratify the contract with Alterman, Inc. in the amount of $225,791.00 that provided all labor, material and equipment for the replacement of electrical bus ducts at the Alamodome for the Convention and Sports Facilities Department.

 

This contract was procured on the basis of Certificate of Exemption as an Unforeseen Damage Procurement and a Contracts Disclosure Form is not required.
