Contract Award: Gold Canyon Park Improvements

 

 

 

SUMMARY:

 

An Ordinance for Gold Canyon Park Improvements Project awarding a construction contract plus four additional alternates to Myers Concrete Construction, LP, in the amount of $564,690.50, a 2012-2017 Bond-funded project located in Council District 9.

 

 

BACKGROUND INFORMATION:

 

Project Background

Property was donated to the Parks Department in 2010 and included in the 2012 Bond for development as a park.  According to Ordinance 2010-02-04-0094, KB Homes had requested the City of San Antonio’s Parks and Recreation Department consider accepting approximately 7.117 acres of property.  The property had been assessed as valuable open space for the City to consider accepting and met the criteria for park land donation.  The land is located over the Edwards Aquifer Recharge Zone and abuts 65 acres of park land already owned by the City.  This donation brought Gold Canyon Park from 65 acres to 72 acres and provide the potential for future trail development.


The 2012-2017 General Obligation Bond Program authorized $1,000,000.00 for construction improvements at Gold Canyon Park, located in Council District 9.  As part of that program, funds in the total amount of $564,690.50 will be spent on the construction contract.   The balance of the Project funds will be used for design services, environmental services and project management, with any funds remaining to be realized as bond savings.

 

Two separate public input meetings were held in November 2013 and May 2014 to gather feedback for the Gold Canyon Park Project.  As a result of the community input and as dictated by the Bond Program language, Gold Canyon Park improvements will provide for the construction of a parking lot, partially paved loop trail and a new trail section to complete a full loop around the park.  Four alternates also were selected in addition to the base bid.  The alternates include a new unpaved trail, new restroom enclosure, trail amenities and steel fence that separates a nearby private park from this park. Project construction is anticipated to begin in September 2015 and estimated to be completed by March 2016.

 

Procurement of Services

This Project was advertised for construction bids in April 2015 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office.  Plans also were available to potential bidders at the office of IDC, Inc., 8632 Fredericksburg Road, Suite 200, San Antonio, Texas 78240.  Bids were opened on May 19, 2015 and eleven (11) bids were received.  Of these, Myers Concrete Construction, LP submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 13% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  Myers Concrete Construction has committed to meeting the required SBEDA subcontracting goals. 


This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $564,690.50 to Myers Concrete Construction, LP, for construction of the Gold Canyon Park Improvements Project, a 2012-2017 Bond-funded project.

 

Gold Canyon Park improvements will provide for the construction of a parking lot and trails.  The four additive alternates identified as part of this contract are improvements of an unpaved trail, restroom enclosure, trail amenities and fence.  Project construction is anticipated to begin in September 2015 and estimated to be completed by March 2016.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $564,690.50, payable to Myers Concrete Construction, LP.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2015-2020 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance, accepting the lowest responsive bid and awarding a construction contract in the amount of $564,690.50 to Myers Concrete Construction, LP, for construction of the Gold Canyon Park Improvements Project.
