SUBJECT:

 

STREET NAME CHANGE Case S15-002 (District 6): An Ordinance authorizing the street name change of “Old Hwy 90” to “Enrique M Barrera Pkwy” between U.S. Hwy 90 and Commerce Street, and create a memorial designation of “Old Hwy 90”.

 

SUMMARY:

 

Case Number: S15-002

Representative:  Councilman Ray Lopez

 

Current Street Name: Old Hwy 90

 

Requested Street Name: “Enrique M Barrera Pkwy” and Memorial Designation of “Old Hwy 90”

 

Reason for request:  To recognize Enrique M. Barrera for his service on the Edgewood School Board as Trustee for 12 years and City Council for 5 years.

 

General Location: Between U.S. Hwy 90 and Commerce Streets.

 

Recommendation:  Staff recommends approval

 

BACKGROUND INFORMATION:

 

Planning Commission Hearing Date: January 14, 2015 - Planning Commission recommended approval with the condition that the Council Office continue to meet with the residents in order to reach a compromise and look at improvements to the streets.

 

Location:  Between U.S. Hwy 90 and Commerce Street

 

Street segment size:  Approximately 22,158 Linear Feet (4.20 miles)

 

Notification:

-Notices mailed August 20, 2015, to 226 property owners abutting the segment of the street proposed for a name change; however, approximately 181 properties will require a change of address.

-Notice sent to the Cable Westwood and Los Jardines Neighborhood Associations

-Notice was also sent to the Community Workers Council

-To the present, staff has received no written response from the adjacent property owners

-2 public meetings were held on October 28, 2014 and April 9, 2015.

 

 

Analysis:

 

Development Services Department received a City Council Request from Councilman Ray Lopez on July 18, 2014.  In accordance with Chapter 6 Section 672(d)(7) of the City Code, change of a street’s existing name should be done for a significant reason and requested by an owner of property abutting the street. A significant reason includes, but is not limited to, to honor a person, place institution, group, entity, or event.  To recognize Enrique M. Barrera for his service on the Edgewood School Board as Trustee for 12 years and City Council for 5 years. 

 

The segment of the street consists of approximately twenty-two thousand one hundred fifty-eight (22,158) linear leet. (ATTACHMENT 3)  The properties that abut this street consists of both Commercial and Residential properties.  Approximately 181 addresses will need to be changed.

 

Inter-jurisdictional Review:

In accordance with Chapter 6 Section 675 of the City Code, the following agencies reviewed the proposed street name change request:

 

§                     Alamo Regional Mobility Authority

§                     Bexar County;

§                     Bexar Metro 9-1-1 Network;

§                     City Public Service (“CPS”) Energy;

§                     Applicable Independent School District;

§                     San Antonio Water System (“SAWS”);

§                     TXDOT;

§                     United States Postal Service (“USPS”); and

§                     VIA Metropolitan Transit.

 

The City of San Antonio did not receive any objections or concerns to the proposed street name change from these agencies. The United States Postal Service approved the proposed street name on February 8, 2013, and the proposed memorial designation on May 13, 2015 in accordance with Chapter 6 Section 675 of the City Code and Chapter 35 Section 506(h)(1) of the Unified Development Code (“UDC”) (ATTACHMENTS 4, 5 & 6) .

 

Interdepartmental Review:

All City Departments reviewed the proposed request in accordance with Chapter 6 Section 675 of the City Code. There were no objections or concerns to the proposed change or new street name from other City Departments.

 

ISSUES:

 

None

 

ALTERNATIVES:

 

Denial of this street name change would leave the street name as Old Hwy 90 and could lead to an increase in emergency response times due to the confusion with U.S. Hwy 90.

 

 

FISCAL IMPACT:

 

Fees associated with this request total $22,817.00 and will be paid by private sources.  A $1,000.00 application fee, $1,017.00 notification fee, and $20,800.00 sign and manufacturing fee, $10,800.00 of which is for City sign replacement and $10,000.00 of which is for TXDOT sign replacement, will be deposited into the Development Services Fund to pay for the expenses associated with the street name change and memorial designation.

 

 

RECOMMENDATION:

 

This proposed street name change meets the criteria of Chapter 6 Section 672(d) of the City Code and staff recommends approval.
