SUBJECT:
Authorizing a Contract with Pet Shotz, Inc. for in-house spay and neuter services and Pet Spots for community spay and neuter services.

 

SUMMARY:
An ordinance authorizing:

A)                     A contract amendment with Pet Shotz, Inc. to increase the compensation to up to $100,000.00 for additional in-house spay and neuter services with the option to renew for two one-year terms.

B)                     A one-year contract with Pet Spots for up to $140,000.00, providing up to 2,500 community spay and neuter surgeries to residents in targeted zip codes with the option to renew for one additional year.

This Ordinance also authorizes the Director of Animal Care Services to amend both contracts in relation to the rate per surgery, total number of surgeries and total compensation.

 

BACKGROUND INFORMATION:
In FY 2011, the Animal Care Services Department (ACS) updated its Strategic Plan to include the following three key objectives: (1) Enhanced enforcement; (2) Control of the stray animal population; and (3) Increasing our Live Release rate. Pet Shotz, Inc. and Pet Spots, a 501c(3) non-profit organization are vital partners in helping increase the department’s live release rate and controlling the stray animal population.

 

A)                     The department’s Live Release rate has increased from 62% in FY 2012 to an estimated 85% for FY 15. ACS has seen an 18% increase in the number of live outcomes leaving ACS through adoption, transfer to our rescue partners, trap-neuter-return, or return-to-owner. With the increase in live placement comes a greater demand for in-house spay and neuter surgeries. Since FY 2008, Pet Shotz, Inc. has assisted ACS by performing in-house spay and neuter surgeries on an as needed basis. Over the duration of this time period, Pet Shotz has proven to have the ability to perform high volume spay and neuter surgeries which will be needed at ACS as its Live Release rate continues to increase. Authorizing this contract will assist ACS as the demand for spay and neuter surgeries increase due to additional rescued and adopted animals. 

B)                     As part of the FY 2015 Mid-Year Budget Adjustment, City Council approved additional funding to provide 2,650 free spay and neuter surgeries to residents in targeted zip codes. The City will contract with Pet Spots, the 501c(3) non-profit organization associated with Pet Shotz, Inc., as the sixth local agency to provide the spay and neuter surgeries. Existing partners include: Spay Neuter Assistant Program (SNAP), Spay Neuter Inject Protect San Antonio (SNIPSA), SpaySA, Animal Defense League (ADL) and the San Antonio Humane Society (SAHS). Total funding for FY 2015 for free spay and neuter surgeries is $665,000 allowing for over 11,800 surgeries to be performed in the community.

 

ISSUE:

A)                     Authorizing a contract amendment with Pet Shotz, Inc. to increase the compensation to up to $100,000.00 for additional in-house spay and neuter services with the option to renew for two one-year terms. The Director of Animal Care Services to amend both contracts in relation to the rate per surgery, total number of surgeries and total compensation.

B)                     Authorizing a one-year contract with Pet Spots for up to $140,000.00, providing up to 2,500 community spay and neuter surgeries to residents in targeted zip codes with the option to renew for one additional year. The Director of Animal Care Services to amend both contracts in relation to the rate per surgery, total number of surgeries and total compensation.

 

ALTERNATIVES:
If this ordinance is not approved, ACS may be limited to the number of spay and neuter surgeries to be performed in-house and the department would find alternative spay and neuter options for the money allocated in the FY 2015 General Fund & Mid-Year Budget Adjustment both approved by City Council.

 

FISCAL IMPACT:
This ordinance authorizes the City to amend a contract and award a contract as follows:

A)                     Pet Shotz, Inc. in the amount of up to $100,000 to perform up to 7,000 surgeries.

B)                     Pet Spots in the amount of up to $140,000 to perform up to 2,500 free surgeries to residents in targeted zip codes.

Fund for these contracts are included in the FY 2015 General Fund Budget and included in the FY 2016 Proposed Budget.

 

RECOMMENDATION:
Staff recommends the approval of this ordinance, which will enhance ACS spay and neuter services. As a result, this will boost our efforts to increase the department’s live release rate and control the stray animal population.
