Accepting a Grant from the Texas Department of State Health Services
SUMMARY:
An ordinance authorizing the acceptance of funds not to exceed $15,675.00 from the Texas Department of State Health Services through Texas State University-San Marcos, for a Tobacco Compliance grant and establishing a budget for the grant period September 1, 2015 through August 31, 2016.
BACKGROUND INFORMATION:
On May 26, 2015, the San Antonio Police Department (SAPD) submitted a Special Category Grant Opportunity Submission Authorization Request to apply for a Tobacco Compliance grant. This was done due to the limited time given by Texas State University-San Marcos to apply for the grant.
The Texas Department of State Health Services through Texas State University-San Marcos has awarded the SAPD a Tobacco Compliance grant in the amount of $15,675.00. The purpose of this program is to reduce the sale and use of tobacco products by persons less than 18 years of age. The grant will fund overtime for the SAPD's Vice Unit to conduct on-site compliance inspections and on-site controlled buys or "stings" of tobacco retail outlets using minors as decoys.
ISSUE:
The proposed ordinance continues City Council's policy of seeking intergovernmental financial assistance for City tobacco law enforcement programs addressing the sale and use of tobacco products by persons under 18 years of age. The program will enhance the City's efforts in reducing the sale and use of tobacco products by persons under 18 years of age.
ALTERNATIVES:
Other than the General Fund, there is no alternative funding source. City Council can choose not to accept this grant. However, choosing not to approve this grant will result in the City losing $15,675.00 for addressing the sale and use of tobacco products by persons under 18 yea...
