SUBJECT:

Parks Annual Contract for Concrete


SUMMARY:

This ordinance accepts the low qualified bid and awards a Labor and Material Contract for Concrete Work in San Antonio parks to TCL Construction Enterprises, Inc., for an estimated amount of $2,727,480.00 for a duration of up to three (3) years. This ordinance provides the procurement of labor and concrete material for park operations as needed and in accordance with the annual adopted budget approved by City Council.


BACKGROUND INFORMATION:

The City of San Antonio utilizes annual contracts for procuring high volume repetitive purchases. Annual contracts are an efficient method of securing the best prices through volume purchasing and reducing large amounts of work related to the bid process. Utilization of annual contracts allows the City to procure numerous different commodities in support of the normal daily operations.

The formal competitive bid was advertised in The Hart Beat on July 8, 2015, and July 15, 2015, on the City's website and in the Electronic State Business Daily. Bids were opened on August 4, 2015, with three bidders submitting their bid. TCL Construction Enterprises, Inc. was the lowest responsive bidder with a bid amount of $2,727,480.00.

This purchasing contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program. TCL Construction Enterprises, Inc. has committed to achieving 16% M/WBE and 1% AABE subcontracting participation. TCL Construction Enterprises, Inc. is also a certified small and minority-owned business.


ISSUE:

This contract represents labor and concrete material used by Parks & Recreation for maintenance, repairs and ADA compliance.
