Contract Award: (Job-Order Contract) Brackenridge Park River Wall Rehabilitation

 

SUMMARY:

 

An ordinance for Brackenridge Park River Wall Rehabilitation, a FY 2015 Deferred Maintenance Project, located in Council District 2, authorizing a task order in an amount not to exceed $538,723.69 to a Job Order Contract to Straight Line Management.

 

 

BACKGROUND INFORMATION:

 

Project Background

As part of the FY 2015 Deferred Maintenance Program, $400,000.00 was included for the rehabilitation and improvements to several sections of the historic Work Progress Administration (WPA) era stone river walls along the San Antonio River within Brackenridge Park. Additionally, $200,000.00 is being allocated from the Parks and Recreation Department for a total project budget of $600,000.00. An amount not to exceed $538,723.69 will be utilized for construction with any remaining project funds to be used for design, environmental, and project management services.

 

This project provides for repairs, restoration and stabilization of approximately 100 feet of failed WPA era stone walls along the San Antonio River in Brackenridge Park.  This section of the river wall will be removed, the original stone will be salvaged and the wall will be re-built, with erosion control and structural stabilization measures added to assist in stopping any future failures. Project construction is anticipated to begin September 2015 and estimated to be completed in early 2016.

 

Procurement of Services

This project was selected to utilize the Job Order Contracting (JOC), an alternative project delivery method, through which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015.  The use of the JOC delivery method has provided the City with on-call construction, renovation and maintenance services for City buildings and facilities. Assignment of JOC contractor to a specific job is based on the contractor’s current workload, overall capacity, familiarity with a specific facility, expertise in completing specific task(s) and/or managing a specific trade needed to carry out the job.  Of the ten (10) contractors, Straight Line Management, was selected to submit an estimate and project schedule for this Project.


This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 23% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise subcontracting goal. Straight Line Management, has committed to 23% M/WBE and 3% AABE subcontractor participation for the entire JOC contract which will be reported for all tasks on a quarterly basis.

 

 

ISSUE:

 

This ordinance for authorizes a task order to a Job Order Contract for improvements to the Brackenridge Park River Wall Rehabilitation, a FY 2015 Deferred Maintenance Project, in an amount not to exceed $538,723.69 to Straight Line Management.

 

This project provides for repairs, restoration and stabilization of the WPA era stone walls along the San Antonio River in Brackenridge Park.  The failed section of river wall to be restored will be removed, original stone salvaged and the wall will be re-built. Project construction is anticipated to begin September 2015 and estimated to be completed in early 2016.

 

Coordination with the Parks and Recreation Department will be made to ensure accommodations are made to keep the facility accessible to patrons and residents during construction.

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method.  However, considering the additional time required for another solicitation process, this adversely would affect the timely completion of the Project.

 

 

FISCAL IMPACT:

 

This action approves a one-time capital improvement expenditure, in the amount not to exceed $538,723.69, to Straight Line Management for the Brackenridge Park River Wall Rehabilitation Project.  The total project budget of $600,000.00 is available and consists of $400,000.00 from the FY 2015 Deferred Maintenance Program and $200,000.00 from the Parks and Recreation Adopted FY 2015 Operating Budget. 

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order to a Job Order Contract in an amount not to exceed $538,723.69, to Straight Line Management for the Brackenridge Park River Wall Rehabilitation Project.
