SUMMARY:

An ordinance for Belford Area Drainage project, a 2012-2017 Bond-funded Project, located in Council District 3, awarding a construction contract, including two additive alternates, to Jordan Foster Construction in the amount of $6,249,080.75, of which $372,649.25 will be reimbursed by San Antonio Water Systems (SAWS) and $185,400.00 will be reimbursed by CPS Energy and accepting $50,000.00 from Legacy Brooks, LTD through a Developer Fund Agreement.

BACKGROUND INFORMATION:

On May 12, 2012, voters approved the 2012 - 2017 Bond Program which authorized $8,000,000.00 for the Belford Area Drainage Project. On May 19, 2011 City Council approved the reallocation of approximately $47 million in the 2007 - 2012 Bond Program savings. Included in this reallocation was $1.85 million for the Belford Area Drainage Project.

Project Background
The Belford Area Drainage Project resulted from a drainage study, funded by the 2007 Bond Savings, of the existing drainage conditions in the Belford Area located in the Fairlawn drainage watershed (adjacent to Highland Hills). The study area was bounded by IH-37 and SE Military Drive to the south, Pecan Valley Drive to the west and natural ridges to the north and east. The results of the study were summarized in a Preliminary Engineering Report (PER) on how to alleviate localized flooding which flood Belford Drive and the Belford-Upotia intersection. The results identified drainage improvements, including an underground storm sewer system and street improvements throughout the Belford Area.
