Gunshot Detection Technology System

 

 

 

SUMMARY:

This ordinance authorizes a contract with ShotSpotter, Inc. d/b/a SST, Inc. to provide the San Antonio Police Department (SAPD) with a Gunshot Detection Technology System (GDTS) for use in two separate areas within San Antonio.  ShotSpotter will provide subscription based access to the ShotSpotter Flex Gunfire Location, Alert and Analysis Service.  The initial implementation cost for both pilot programs is $270,000.00 and $220,000.00 annually thereafter for the SST ShotSpotter Flex subscription service.

 

 

 

BACKGROUND INFORMATION:

On April 3, 2015, the City of San Antonio solicited offers for the implementation, management and operation of a Gunshot Detection Technology System (GDTS) for use by the San Antonio Police Department.  The current practice requires a dispatched officer to rely on information from eyewitnesses or City residents.  This information is not always accurate or reported.  The conceptual use of the GDTS will serve as a law enforcement tool to decrease officer response time to incidents involving illegal gunfire within the detection area.  SAPD will deploy pilot programs to two designated suburban areas located in the East and West sides of San Antonio.  ShotSpotter Inc. d/b/a SST Inc. will provide subscription based access to the ShotSpotter Flex Gunfire Location, Alert and Analysis Service.  The service includes a combined four square mile acoustic surveillance system that can detect and locate gunfire throughout the two coverage areas within San Antonio.  The service features real-time location of gunfire, audio clips and provides instant review and assessment of gunshot incidents by ShotSpotter’s trained gunshot review experts.  After confirmation of a gunshot incident, data is passed to 911 dispatchers allowing more accurate officer preparation and response. 

 

This procurement was processed utilizing a Public Health or Safety Exemption.

 

 

 

ISSUE:

This ordinance approves a contract with ShotSpotter, Inc. d/b/a SST, Inc. to provide the San Antonio Police Department with a Gunshot Detection Technology System for use in two separate areas within San Antonio.  ShotSpotter will provide subscription based access to the ShotSpotter Flex Gunfire Location, Alert and Analysis Service.  The initial implementation cost for both pilot programs is $270,000.00 and $220,000.00 annually thereafter for the SST ShotSpotter Flex subscription service.  The initial term for this contract is upon award through September 30, 2016.  Four additional one-year renewals at the City’s option shall also be authorized by this ordinance.

 

Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.

 

There were no proposals submitted from local respondents for this contract; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Small Business Preference Program Ordinance does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

Should this contract not be approved, the San Antonio Police Department will not have access to real time gunshot detection technology that would allow SAPD to improve their ability to respond, gather and track crime data.

 

 

 

FISCAL IMPACT:

The total program cost for FY 2016 is $270,000.00. The total amount of $270,000.00 will be funded through the police operating budget, contingent on FY 2016 budget approval. Additional years will cost $220,000.00 annually, of which future funding will be funded through the police operating budget, contingent on budget approvals. If renewal options are approved, the estimated total contract value will be $1,150,000.00.

 

 

 

RECOMMENDATION:

Staff recommends the approval of a contract for a one year pilot program with renewal options with ShotSpotter Inc. d/b/a SST Inc. to provide SAPD with subscription based access to the ShotSpotter Flex Gunfire Location, Alert and Analysis Service for an initial cost of $270,000.00.
