Contract Award:  Phil Hardberger Park Improvements

 

 

SUMMARY:

 

Consideration of the following ordinances related to Phil Hardberger Park Improvements

                     

A. An ordinance for the Phil Hardberger Park Parking Project awarding a construction contract including one additive alternate in the amount of $523,012.15 to Friesenhahn Paving LLC, a 2012-2017 Bond-funded Project located in Council Districts 8 and 9.

 

B. An ordinance for the Phil Hardberger Park Trails Project awarding a construction contract including one additive alternate in the amount of $302,700.00 to CGC General Contractors, Inc, a Certificates of Obligation-funded Project, located in Council Districts 8 and 9.

 

 

BACKGROUND INFORMATION:

 

Project Background

In August 2007, City Council approved the selection of Stephen Stimson Associates/D.I.R.T. studio to complete the Voelcker Park Master Plan. From 2007-2008, the community engaged in public meetings to participate in the planning and design process and giving input regarding their vision for the park. The Parks and Recreation Board and Linear Creekway Parks Advisory Board approved the master plan in April 2008. City Council approved the renaming of the Voelcker property to Phil Hardberger Park on December 3, 2009.

 

The resulting master plan provided an extensive evaluation of the site and surrounding area, summary of the community process, synthesis of community input and design team’s response. The master plan included site data and analysis regarding geology, hydrology, vegetation and wildlife and provided a recommendation for potential park uses give the site analysis and what the landscape can sustain centered on an urban ecology theme.

 

Procurement of Services

A.                     This project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office.  Plans also were available to potential bidders at the office of Pape-Dawson Engineers, Inc., located at 2000 NW Loop 410, San Antonio, TX 78213.  Bids were opened on August 11, 2015 and four bids were received.  Of these, Friesenhahn Paving LLC, submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract.  The Goal Setting Committee set a 18% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African-American Business Enterprise (AABE) subcontracting goal.  The Economic Development Department approved a partial waiver submitted by CGC General Contractors, Inc., because the contractor demonstrated a good faith effort to provide subcontracting opportunities for small, minority and women-owned businesses.

 

B.                     This project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office.  Plans also were available to potential bidders at the office of Bury, Inc., located at 922 Isom Road, San Antonio, TX 78216.  Bids were opened on July 21, 2015 and five bids were received.  Of these, CGC General Contractors, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

ISSUE:

 

Consideration of the following items related to Phil Hardberger Park Improvements:

 

A.                     This ordinance for the Phil Hardberger Park Parking Project awards a construction contract including one additive alternate in the amount of $523,012.15 to Friesenhahn Paving LLC, a 2012-2017 Bond-funded Project located in Council Districts 8 and 9.

 

This construction project will build  59 parking spaces as part of the base bid with another 27 parking spaces as part of Alternate 1 for a total of 86 parking spaces.  Project construction is anticipated to begin in September 2015 and estimated to be completed by January 2016.

 

B.                     This ordinance for the Phil Hardberger Park Trails Project awards a construction contract including one additive alternate in the amount of $302,700.00 to CGC General Contractors, Inc, a Certificates of Obligation-funded Project, located in Council Districts 8 and 9.

 

The Hardberger Park Trails project provides for an upgrade of an existing mile long natural surface trail to decomposed granite along with providing the installation of limestone seating along a site-line connecting the savanna to the existing walking trail.  The additive alternate completes the trail loop.  The upgrade in trail material will allow for increased trail opportunities for the public while at the same time opening up an area of the park with previously limited access. Project construction is anticipated to begin in September 2015 and estimated to be completed by January 2016.

 

Coordination with the Parks and Recreation Department will be made to allow the Park to be open during construction as the proposed improvements are in areas of the park that are not heavily used by the public.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

A.                     This is a one-time capital improvement expenditure in the amount of $523,012.15 payable to Friesenhahn Paving LLC.  Funds are available from the 2012-2017 Bond funds and are included in the FY 2015-2020 Capital Improvement Budget.

 

B.                     This is a one-time capital improvement expenditure in the amount of $302,700.00 to CGC General Contractors, Inc.  Funds are available from Certificates of Obligation and are included in the FY 2015-2020 Capital Improvement Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $523,012.15 to Friesenhahn Paving LLC for construction of the Hardberger Park Parking Project and $302,700.00 to CGC General Contractors, Inc., for construction of the Hardberger Park Phase V Trails Project.
