SUBJECT:

Police Special Units

SUMMARY:

This ordinance authorizes acceptance of a contract with Silsbee Ford to provide the City of San Antonio Police Department with two SUVs for a total cost of $64,056.70. Funding for this purchase is available from the Equipment Renewal and Replacement Fund (ERRF).

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached offer from Silsbee Ford to provide the San Antonio Police Department  with two SUVs for a total cost of $64,056.70.  These units will be purchased from Silsbee Ford utilizing the Buyboard cooperative purchasing contract number 430-13.

This purchase will provide two replacement units to the City’s fleet.  These units are funded through the City of San Antonio’s Equipment Renewal and Replacement Fund (ERRF) for a total cost of $64,056.70 which includes a $400.00 Buyboard Cooperative Fee.  These units are for daily operational use by Police Department administrative staff.  The life expectancy of the new equipment is 96 months.

Based on thorough research and knowledge of the industry, the Building and Equipment Services Department, Fleet Acquisitions Division could not identify any viable alternative fueled equipment that would be available to meet the current requirements.

Vehicles and equipment that meet their expected life cycle are usually sold at auction but are sometimes traded-in to the selling dealer. If the Fleet asset is in the ERRF then the proceeds are returned to the fund.  The proceeds are then used to purchase new similar vehicles and equipment for the same department that operated the sold fleet asset.  The equipment being replaced will be sold at auction.

ISSUE:

This contract will provide for the purchase of two SUVs to meet the needs of the San Antonio Police Department. The units will be used by the San Antonio Police Department staff to perform a variety of administrative tasks.

All units are covered by a minimum 36 months/36,000 miles warranty that will start on the day each unit is placed in service.

Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.

The recommended award is an exception to the Local Preference Program (LPP).

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

The current vehicles scheduled for replacement have met their age and/or mileage requirement cycles and are no longer economically feasible to repair. If the replacement equipment is not purchased, necessary field work may be compromised and thus create the potential of delays in delivery of essential services to the residents of San Antonio. The alternative is to continue to use the vehicles available and incur increasing maintenance costs.

FISCAL IMPACT:

The purchase of these two SUVs is for a total cost of $64,056.70 and will be funded from the Equipment Renewal and Replacement Fund (ERRF).

RECOMMENDATION:

Staff recommends the approval of this contract with Silsbee Ford to purchase two SUVs for a total cost of $64,056.70.

This contract was procured on the basis of Texas Buyboard Cooperative and does not require a Contracts Disclosure Form.
