SUBJECT:

Purchase of Aerial Lift Bucket Trucks

 

 

 

SUMMARY:

This ordinance authorizes the acceptance of a contract with Silsbee Ford to provide the Transportation and Capital Improvements Department with five Aerial Lift Bucket Trucks for a total cost of $729,449.00 funded through the City of San Antonio’s Equipment Renewal and Replacement Fund (ERRF) and Transportation and Capital Improvements Department’s Stormwater Operations and Advanced Transportation District Funds.

 

 

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached offer from Silsbee Ford to provide the Transportation and Capital Improvements (TCI) Department with five aerial lift bucket trucks for a total cost of $729,449.00.  This equipment is used on a daily basis and is critical for the maintenance and operation of the City’s 1,381 traffic signals.  These units will be purchased from Silsbee Ford utilizing Buyboard cooperative purchasing contract number 430-13.

 

This purchase will provide four replacement units and one additional unit to the City’s fleet. The four replacement units will be funded through the City of San Antonio’s Equipment Renewal and Replacement Fund (ERRF) and TCI’s Advanced Transportation District Fund while the additional unit will be funded through TCI’s Advanced Transportation District and Stormwater Operations Funds for a total cost of $729,449.00 which includes a $400.00 Buyboard Cooperative Fee.  Currently, there are 13 aerial lift bucket trucks assigned to the department.  The life expectancy of the new equipment is 96 months. 

 

Based on thorough research and knowledge of the industry, the Building and Equipment Services Department, Fleet Acquisitions Division could not identify any viable alternative fueled equipment that would be available to meet the current requirements.

 

Vehicles and equipment that meet their expected life cycle are usually sold at auction but are sometimes traded-in to the selling dealer. If the Fleet asset is in the ERRF then the proceeds are returned to the fund.  The proceeds are then used to purchase new similar vehicles and equipment for the same department that operated the sold fleet asset.  The equipment being replaced will be sold at auction.

 

 

 

ISSUE:

This contract will provide the Transportation and Capital Improvements Department with five aerial lift bucket trucks.  Replacement of the four units is consistent with the City’s Equipment Renewal and Replacement Fund.  The department requested this particular aerial lift body based upon their past operational experience.  Historically, the Altec aerial lift bodies have had lower repair costs and increased equipment availability.

 

The cab and chassis of the aerial lift bucket trucks are covered by a 36 month/36,000 miles warranty.  The aerial lift bucket bodies are covered by a one year warranty on parts and labor.

 

Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

The current aerial lift bucket trucks scheduled for replacement have met or will meet their age and or mileage requirement cycles before they are replaced.  The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the vehicles incurring higher maintenance cost as a result of age or high mileage.  This could impact the City’s ability to provide essential services to the residents of San Antonio.

 

 

FISCAL IMPACT:

The purchase of these aerial lift bucket trucks is for a total cost of $729,449.00.  Funding in the amount of $459,575.20 is available through the City’s Equipment Renewal and Replacement Fund (ERRF), $238,857.80 from Transportation and Capital Improvement Department’s Advanced Transportation District Fund and $31,016.00 from Transportation and Capital Improvement Department’s Stormwater Operations Fund.

 

RECOMMENDATION:

Staff recommends the approval to purchase five aerial lift bucket trucks from Silsbee Ford for a total cost of $729,449.00
