SUBJECT:

Purchase of Power Stretchers for EMS

SUMMARY:

This ordinance authorizes acceptance of a contract with Stryker Medical to provide the San Antonio Fire Department with nine EMS Power Stretchers and warranties for a total cost of $190,843.02.  This procurement was processed utilizing a Public Health or Safety Exemption for brand/model specificity in accordance with the equipment recommendation by the Labor Relations Committee.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the offer from Stryker Medical for the purchase of nine EMS power stretchers and warranties that includes parts, labor, technician travel, one preventative maintenance check per year and battery service (batteries & chargers) for the San Antonio Fire Department for a total cost of $190,843.02.

The San Antonio Fire Department’s current inventory of EMS power stretchers consists of 52 Stryker stretchers.  Of those, 8 are nearing the end of their service life.  EMS power stretchers are used daily by SAFD paramedics and firefighters for patient transport during emergency medical responses.  These stretchers allow patients to be safely removed from the scene and if necessary be transported to the hospital.

Replacing the current EMS Power Stretchers will ensure the department maintains compliance with the National Fire Protection Association (NFPA) 1981 (2013 edition) code pertaining to patient transport.  Currently, there are three companies nationally that meet compliance with 2013 standard of NFPA 1981.  Of the manufactures that are compliant, the San Antonio Fire Department has chosen the Stryker Medical equipment.  All current SAFD ambulances are equipped with the Stryker attachment hardware needed to secure the stretchers during medical transport.  EMS staff is trained in the use of the Stryker Power Stretcher which is in use of the entire ambulance fleet.

ISSUE:

This contract will provide the SAFD with nine EMS Power Stretchers and an extended seven year warranty for a total cost of $190,843.02.

Should this contract not be approved, the Fire Department will not be able to replace the current EMS Power Stretchers that have reached the end of their service life and maintain compliance with the latest NFPA 1981 standard for patient transport.

Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.

The recommended award is an exception to the Local Preference Program.

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

All of the equipment to be replaced is reaching the end of its service life.  The replacement is necessary to ensure that SAFD maintains compliance with the latest NFPA 1981 standard to provide essential services to the residents of San Antonio.

FISCAL IMPACT:

The purchase of nine EMS Power Stretchers and warranties is for a total cost of $190,843.02.  The purchase will be funded through the General Fund.
