Cupples Road (Merida Street to Castroville Road)

 

 

SUMMARY:

 

An Ordinance for the Cupples Road Project (Merida Street to Castroville Road) awarding a construction contract in the amount of $6,313,852.35 to Jordan Foster Construction of which $1,224,677.00 will be reimbursed by San Antonio Water Systems and $1,648,422.50 will be reimbursed by CPS Energy, a 2012-2017 Bond-funded project, located in Council District 5.

 

BACKGROUND INFORMATION:

 

Project Background

The 2012-2017 General Obligation Bond Program authorized $6,504,000 for Cupples Road (Merida Street to Castroville Road) of which $3,440,752.85 will be used for construction with the balance of funds to be used for property acquisition, design services, environmental services, advertising and project management.

 

This Project provides for the reconstruction and widening of Cupples Road, from Merida Street to Castroville Road, to two 10-foot lanes, including an 11-foot center turn lane, curbs, sidewalks, driveway approaches and two dedicated 5-foot bicycle lanes.  In addition, traffic and drainage improvements are included with this Project.  Project construction is anticipated to begin in January 2016 and estimated to be completed by June 2017. Construction activities will take place six days a week, sun up to sun down.

 

 

Procurement of Services.

This Project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website and the Texas Electronic State Business Daily in July 2015. In addition, the bid announcement was made on TVSA and through TCI. Plans also were available for review by potential bidders at the office of TEDSI Infrastructure Group, located at 15920 Reyes Ridge, Helotes, Texas, 78023.  Bids for this Project were opened on August 25, 2015, and three bidders responded. Of these, Jordan Foster Construction submitted the lowest responsive bid. A matrix of the bid outcome is included herein as Attachment 2.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 14% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal. Jordan Foster Construction has committed to 13.62% M/WBE and 1.12% AABE subcontractor participation.

 

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the total amount of $6,313,852.35, payable to Jordan Foster Construction. Of this amount, $1,224,677.00 will be reimbursed by SAWS and $1,648,422.50 will be reimbursed by CPS Energy.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2016 - 2021 Capital Improvements Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $6,313,852.35 to Jordan Foster Construction, for construction of the Cupples Road (Merida Street to Castroville Road) Project.
