SUBJECT: Joint Use Agreement: SAWS use of City-owned property


SUMMARY:

An Ordinance authorizing a Joint Use Agreement between the City of San Antonio and the San Antonio Water System (SAWS) to allow SAWS within the Northwoods Subdivision in Council District 9 to construct an odor control station on two areas within a City owned public drainage easement and accepting a $500.00 processing fee payment from SAWS.


BACKGROUND INFORMATION:

In order to minimize odors within the drainage system, the San Antonio Water System (SAWS) maintains ferrous sulfate injection odor control stations and hydrogen peroxide injection odor control stations throughout its service area (sanitary collection system). SAWS has a total of 15 existing stations with most being located within the 410 Loop. SAWS sought to identify sites in the northern sector where additional odor control stations could be constructed to meet the demands of the city's growing population.

In preparation of this project, SAWS negotiated with the landowners impacted by the proposed project and obtained easements to complete this project. Additionally, City staff made outreach to the neighborhood association to the south of this project. Details about the project were sent to the association in April 2015, and the association did not express any cause for concern.

SAWS plans to design and install a permanent odor control station within the north central sector of the city to replace its temporary station located in the McAllister Park area. SAWS identified the proposed site, a City-controlled drainage easement within the Northwoods Subdivision.
