SUMMARY:

 

An Ordinance authorizing an amendment to the contract with Silsbee Ford to provide 118 replacement Ford Police Interceptor Utility All Wheel Drive vehicles for the San Antonio Police Department.  Funding in the amount of $3,161,574.00 is available from the Equipment Renewal and Replacement Fund (ERRF). 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an amendment for the purchase of 118 replacement Ford Police Interceptor Utility All Wheel Drive vehicles.  City Council previously approved a contract with Silsbee Ford on April 2, 2015 through Ordinance 2015-04-02-0207.  This contract allows the City to order additional vehicles through November 2015 under the same terms and conditions.  The current contract allows for the purchase of up to 230 model year 2016 Police Interceptor Utility AWD vehicle that was previously approved by City Council for a cost of up to $6,162,390.00.  This contract has been amended to add an additional 118 replacement Ford Police Interceptor Utility All Wheel Drive vehicles for the San Antonio Police Department in FY 2016 for an additional cost of $3,161,574.00.

 

Through extensive testing and evaluation the San Antonio Police Department and San Antonio Police Officers’ (SAPOA) Labor Relations Committee (LRC) unanimously chose the Ford Police Interceptor Utility vehicle. The LRC reviews equipment requirements in support of law enforcement operations. The recommendation to purchase Ford Police Interceptor Utility vehicles was presented to the Public Safety Council Committee on October 24, 2012.

 

 

ISSUE:

 

This contract amendment will provide 118 Ford Police Interceptor Utility AWD Vehicles as replacement units to the City’s fleet.  These vehicles will be utilized by San Antonio Police Department and will be used for routine law enforcement services.  The purchase of these units will provide support of public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.

 

The vehicles will have a 36 month/36,000 mile, bumper to bumper and 5 year/100,000 mile powertrain warranty.

 

Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.

 

In accordance with the Local Preference Program, no local preference was applied, since the local bidder is not within 3% of the recommended lowest non-local bidder.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract. 

 

 

 

ALTERNATIVES:

 

All of the replaced equipment has met or will meet its age or mileage requirement cycles before replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the department’s inability to provide essential services to the residents of San Antonio. The alternative is to continue utilizing the current equipment; however, the ability to support security and safety of the community may be negatively impacted.

 

 

 

FISCAL IMPACT:

 

Funding in the amount of $3,161,574.00 is available from the ERRF for the purchase of 118 replacement vehicles.  This contract gives the City the ability to purchase additional vehicles at the same unit price through November 15, 2015. In the event this occurs, SAPD and Building and Equipment Services Department will identify funding alternatives.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the purchase with Silsbee Ford for the total cost of up to $3,161,574.00. This contract was procured on the basis of a Public Health or Safety exemption and Contracts Disclosure Forms are not required.
