SUBJECT:

Briefing on the Council Consideration Request Process


SUMMARY:

This Briefing will review the procedures for and suggested revisions to the scheduling of ordinances or council committee action items at the request of City Council members, by revising the type of action which can be the topic of a Council Consideration Request memorandum, as well as provide direction for placement either on a City Council Agenda or Council Committee agenda prior to possible placement on the Council Agenda.


BACKGROUND INFORMATION:

On January 11, 2007, by Ordinance No. 2007-01-11-0054, the City Council revised its rules and procedures for the scheduling and consideration of items at City Council and Council Committee meetings. Since that time, the processes for appointment of District Board and Commission members and temporary street closures have changed, and other issues, such as initiating rezoning cases, have increased in occurrence, resulting in a need to update the CCR ordinance.

This item was discussed at the August 19, 2015 Governance Committee meeting at which time staff was directed to identify possible revisions and return to the Governance Committee for further discussion.




ISSUE:

The CCR ordinance has been reviewed and it is proposed that the procedure be revised to clarify which issues may be placed directly on the City Council agenda, and which must first be considered by a City Council Committee before consideration by the full Council.



ALTERNATIVES:

The Committee may reject these recommendations and continue to follow the existing CCR policy, before scheduling a request for consideration of an item at a City Council or Council Committee meeting.


FISCAL IMPACT:

There would be no fiscal impact associated with the recommended revisions.
