SUBJECT: Contract Award: Old Grissom Road


SUMMARY:
An ordinance for the Old Grissom Road resurfacing and pedestrian and bicycle project, awarding a construction contract to E-Z Bel Construction LLC in the amount of $1,166,766.18, of which $205,105.10 will be reimbursed by SAWS, a 2007-2012 Bond Savings funded project located in Council District 6.

BACKGROUND INFORMATION:

Project Background

Through the process of identifying and selecting potential projects to fund with the 2007-2012 Bond Savings, Council District 6 expressed interest in reconstructing Old Grissom Road. The intent of this project, as conceived by the Council office, was to provide street improvements as well as to allow pedestrian and bicycle connectivity to the Leon Creek Greenway trail.

This project provides for the construction of a pedestrian/bicycle underpass through a new 10 foot by 8 foot box structure under Old Grissom Road. The underpass structure will have no impact on the existing drainage conditions. Old Grissom Road will also be resurfaced from Culebra Road to Grissom Road. A Public Meeting was held on February 10, 2014. Project construction is anticipated to begin December 2015 and estimated to be completed by June 2016. Construction activities will take place six days a week, sunrise to sunset.

Procurement of Services

An Invitation for bids was advertised in the San Antonio Hart Beat, on the City's website and on the Texas Electronic State Business Daily in September 2015. Bids for this Project were opened on September 29, 2015 and ten bidders responded. Of these, E-Z Bel Construction LLC submitted the lowest responsive bid. A matrix of the bid outcome is included herein as Attachment 2.
