FY 2016-2017 Task Order Construction Contract for Federally Funded Projects

 

 

SUMMARY:

 

An ordinance authorizing the FY 2016-2017 Task Order Construction Contract for Federally Funded Projects to FD Concrete, LLC, in an amount not to exceed $2,896,777.50 of which $37,697.50 will be reimbursed by San Antonio Water System (SAWS), for the construction of federally funded projects, located throughout the City.  

 

 

BACKGROUND INFORMATION:

 

August 8, 2015, City Council approved $1,700,000.00 in federal funds for FY 2016 from a Community Development Block Grant (CDBG) to complete infrastructure in the EastPoint Neighborhood. In addition to these funds, City Council also authorized $1,200,000.00 in CDBG funds for catalytic re-investment. The intent of these funds are to provide infrastructure improvements in areas targeted under the REnewSA program city-wide. REnewSA is a collaborative initiative for organizing and strategically deploying community development tools administered by multiple City departments and partner organizations to create value from vacant, neglected, and underutilized properties in commercial corridors and neighborhoods. The five target areas throughout the City were approved by City Council on August 1, 2013, and were selected with specific criteria which included the ability to leverage existing or planned public investment.

 

In order to facilitate the completion of these construction projects and other federally funded projects that my materialize throughout FY 2016-2017, the Transportation and Capital Improvements Department (TCI) solicited bids for construction services and is recommending the use of FD Concrete, LLC to complete these improvements. 

 

Previous Council Action

 

On February 12, 2015, City Council approved a previous task order contract with FD Concrete for $1,674,052.00 for construction of federally funded projects.

 

Procurement of Services

 

This contract was advertised for construction bids in August 2015, in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, and on TVSA.  Bids were due on Tuesday, September 15, 2015, and seven bidders responded. FD Concrete, LLC was the lowest responsive bidder.

 

This contract will be awarded in compliance with the U.S. Department of Housing and Urban Development’s Section 3 program which requires economic opportunities be directed to low-income persons and businesses. The Office of Grants Monitoring and Administration will review and approve a Section 3 Utilization Plan submitted by the Respondent prior to the commencement of contract activity, as required by HUD 108 funding requirements. Reporting of actual activity will be required on a monthly basis until project completion.

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

ISSUE:

 

This ordinance for the FY 2016-2017 Task Order Construction Contract for Federally Funded Projects accepts the lowest responsive bid from FD Concrete, LLC, in an amount not to exceed $2,896,777.50 of which $37,697.50 will be reimbursed by San Antonio Water System (SAWS), for the construction of federally funded projects, located throughout the City.  

 

The Task Order Contract for Federally Funded Projects will be utilized primarily to complete projects that already have received federal funding.  However, this contract also may be used to construct other federally funded projects that materialize throughout the contract term.  

 

Potential funding sources for individual work orders include, but are not limited to, Community Development Block Grants/HUD 108, REnew SA Strategic Catalytic projects and EastPoint, Federal Highway Administration (FHWA) and other potential federal funding sources.

 

 

ALTERNATIVES:

 

An alternative to utilizing an outside contractor to complete these projects would be to use in-house staff.  However, due to in-house staff’s existing workload identified in the FY 2016 - FY 2020 Adopted Infrastructure Improvement Program, completing these construction projects would not be possible. This Task Order Contract will allow TCI to expedite project delivery and ensure timely completion.

 

 

FISCAL IMPACT:

 

There is no fiscal impact at this time. Requirements for each task shall be detailed in the individual work orders assigned. Funding for these projects may include, but is not limited to, Community Development Block Grants/HUD 108, REnewSA Strategic Catalytic projects, Federal Highway Administration (FHWA) and other potential federal funding sources.

 

If funding for any work activities has not been previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance awarding the FY 2016-2017 Task Order Contract for Federally Funded Projects, Package 2 to FD Concrete, LLC in an amount not to exceed $2,896,777.50.
